EYE ON CLALLAM: County to conduct hearing on Joyce pot sales restriction

The three Clallam County commissioners will conduct a public hearing to consider an amended marijuana ordinance restricting pot sales in the Joyce Urban Growth area Tuesday.

The hearing will begin at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The Clallam County Planning Commission voted 6-3 on Aug. 16 to recommend approval of the ordinance, which was requested by the Crescent Community Advisory Council.

Action items include:

• An agreement with McCrorie Carpet One for the Juvenile and Family Services Facility detention area carpet replacement project.

• A contract with Kitsap Public Health District for marijuana and tobacco prevention programs.

• A contract with Peninsula Community Health Services for a half-time position and supplies Health and Human Services to provide referrals for clients using the syringe exchange program to medication assisted treatment.

• An agreement with the city of Poulsbo to allow for the purchase or acquisition of goods and services via contacts negotiated by the other agency.

• A contract amendment with the state Department of Social and Health Services to reduce funding.

• A contract amendment with Salish Behavioral Health Organization for amended rates for outpatient services.

• An amended agreement with the state Recreation and Conservation Office for the North Olympic Peninsula Lead Entity’s 2015-17 project.

• A request for proposals for chemical dependency, mental health and related services.

• A resolution appointing Lori Sweet to the Homelessness Task Force.

Commissioners will hold their weekly work session at 9 a.m. Monday to discuss items set for action in future meetings.

Discussion items for Monday include:

• A presentation from the Jamestown S’Klallam Tribe on the tribal complex project for Sophus and Corriea roads.

• A cooperation agreement between the county and the Jamestown S’Kallam Tribe for tax exemption and payment in lieu of taxes.

• An agreement with the Washington Traffic Safety Commission for funding to enhance the Washington State 24/7 sobriety program.

• An agreement with the state of Department of Ecology for renewal of a litter cleanup program.

Clallam Transit

Clallam Transit board members will consider an employment contract with General Manager Kevin Gallacci when they gather in Forks at 1:30 p.m. Monday.

The meeting will be at Forks City Hall, 500 E. Division St.

Gallacci was selected as Clallam Transit general manager by unanimous vote at the Aug. 28 board meeting.

If the proposed contact is approved, Gallacci would earn $109,350 per year.

Other agenda items for the meeting include an update on the Strait Shot bus service to Bainbridge Island and consideration of an updated public records policy.

Port Angeles city

The Port Angeles City Council will consider adopting a budget amendment at 6 p.m. Tuesday.

The meeting will be in City Council chambers at City Hall, 321 E. Fifth St.

The budget amendment, the second of 2017, incorporates savings to offset the loss of utility tax revenue from the re-tooling of the McKinley mill.

City staff were able to identify $373,500 in one-time savings for next year that will balance the 2018 budget, according to an executive summary to the council.

The council also will hear a presentation on the proposed tax for Clallam County juvenile detention facilities and may consider taking a position.

Port of Port Angeles

Port of Port Angeles commissioners will consider a bid award for three-phase shore power for the E-F float when they meet at 9 a.m. Tuesday.

The meeting will be in commissioners’ chambers at 338 W. First St.

The low bid for the project was $169,780 from Angeles Electric Inc. of Port Angeles.

Commissioners also will discuss the 2018 community partner program and a fee waiver resolution.

The meeting will begin with a work session on the strategic plan and the 2018 capital budget.

Marine resources ­committee

The Clallam County Marine Resources Committee will review kelp monitoring, forage fish, pigeon guillemot, Olympia oyster restoration, an internship program and crabber outreach projects Monday.

The monthly meeting will begin at 5:30 p.m. in Room 160 at the Clallam County Courthouse.

Other agenda items include a review of new projects — biotoxin monitoring at Pillar Point and eelgrass monitoring — and a discussion on a potential partnership with the Feiro Marine Life Center on a National Oceanic and Atmospheric Administration proposal to support local crab pot removal.

Board of Health

The Clallam County Board of Health will hear a briefing on a secure medicine return program when it meets in Forks at 1:30 p.m. Tuesday.

The meeting will be in the Community Health Meeting Room, 631 Fifth Ave., Forks.

Other agenda items include a quarterly opioid surveillance report, a community health improvement plan report and a draft resolution for tribal public health mutual aid operations and deployment.

Olympic Medical Center

Olympic Medical Center commissioners will hear an operations update from CEO Eric Lewis when they meet at 6 p.m. Wednesday.

The meeting will be in Linkletter Hall in the basement of the hospital at 939 E. Caroline St., Port Angeles.

They also will consider software for the human resources department, an architect agreement for the Central Sterile Processing expansion and bids for new carpet.

Clallam planning

The Clallam County Planning Commission will hold a public hearing on the proposed six-year Transportation Improvement Program at 6:30 p.m. Wednesday.

The meeting will be in Room 160 at the Clallam County Courthouse.

Other agenda items include a work session on the draft Shoreline Master Program update and a public hearing on a proposed rezone of 5 acres at 4202 S. Bean Road from urban low density to urban neighborhood commercial.

Sequim schools

The Sequim School Board will consider a resolution committing to work with other agencies on planning for emergencies when it meets at 6 p.m. Tuesday.

The board will meet at the district office at 503 N. Sequim Ave.

It also will hear reports on tribal consultation and Title VII.

Fire District 3

Clallam County Fire District 3 commissioners will consider SAFER grants for hiring firefighters and a volunteer coordinator when they meet at 1 p.m. Tuesday.

The meeting will be at headquarters, 323 N. Fifth Ave.

Also on the agenda are a service delivery study, draft commissioner meetings policy, proposed policies for suspension, an office assistant position and Brigadoon Tower communications.

The fire district will meet in executive session before adjourning.

The district covers the east side of Clallam County with a small portion in Jefferson County.
