EYE ON CLALLAM: County readies for emergency exercise

Clallam County commissioners will hear a briefing Monday on the Cascadia Rising emergency preparedness exercise.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Cascadia Rising is a multi-agency drill that will run from Tuesday through Friday.

It will simulate a 9.0-magnitude earthquake in the Cascadia subduction zone off the Washington coast and resulting tsunami.

Other discussion items for the work session include:

â–  A proposed grant to provide a secure crisis residential center for Juvenile and Family Services.

â–  A proposal to amend the county ethics code.

â–  A contract amendment with the state Department of Ecology to increase the budget for a solid waste enforcement grant.

â–  An environmental health briefing on a pet waste program.

â–  A proposal to provide $7,500 in initial funding for Peninsula Area Public Access.

â–  Proposed joint meetings with other government entities.

â–  A public defender advisory committee.

State Department of Natural Resources officials will deliver a quarterly report on timber sales at 1 p.m. Monday.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

â–  A funds transfer agreement with Western Federal Lands Highway Division for Spruce Railroad Trail construction.

â–  An agreement with the Port of Port Angeles to purchase property for the reconstruction of Lower Elwha Road.

â–  Notice of a June 21 hearing on a proposal to amend county code for pawnbrokers.

Port Angeles city

Port Angeles City Council members will conduct their first reading of proposed comprehensive plan amendments when they meet Tuesday.

The meeting will be at 6 p.m. at City Hall, 321 E. Fifth St.

It will be preceded by an executive session at 5 p.m. to discuss potential litigation and collective bargaining that will include contract negotiations.

Council members also will conduct a public hearing on the capital facilities plan.

They will discuss City Council rules of procedure, reorganization of public works and finance departments, and hiring a law firm to help resolve a dispute with the National Park Service over the Elwha River dam removal project.

The dispute involves the adequacy of the Elwha Water Facilities that the Park Service constructed to protect the city’s water supply from sediment released when the Elwha and Glines Canyon dams were removed.

Clallam PUD

Clallam County Public Utility District commissioners will consider approving a community solar project Monday.

The meeting will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

Other action items include:

â–  A resolution authorizing the issuance and sale of electric system revenue refunding bonds.

â–  A resolution authorizing the defense and indemnity of district officers and employees for actions performed in good faith and on behalf of the district.

â–  A bid award for a new engineering/dispatch generator with installation.

â–  A bid award for a transmission line removal project.

Sequim schools

The Sequim School Board will consider a collective bargaining agreement with the Sequim Administrators Association when it meets Monday.

The board will meet in regular session at 6:30 p.m. at 503 N. Sequim Ave. An executive session is set for 5:30 p.m. to discuss qualifications for public employment, labor contract negotiations and the performance of a public employee.

The board also will consider policies on nonresident students, promotion and retention, and a comprehensive early learning plan.
