Clallam County commissioners will consider approving ballot drop boxes in Clallam Bay and Neah Bay when they meet at 10 a.m. Tuesday.
The meeting will be in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
A state law passed in 2017 requires a minimum of one ballot drop box in each city, town and census designated place in the county with a post office. The North Olympic Library System has agreed to provide space for a ballot drop box at the Clallam Bay Library. The Washburn General Store owner has agreed to place a box in front of the Neah Bay establishment.
If commissioners approve the agreements, the drop boxes can be in place for the primary and general elections, according to a staff memo. Agreements for boxes in Carlsborg and Sekiu are in progress.
Commissioners will consider appointing Nikki Botnen to the position of clerk of Superior Court, effective Aug. 1. The former clerk, Barb Christensen, will retire July 31.
Commissioners also will consider awarding a $199,968 contract for replacement of a 1960s-era culvert replacement on West Bluff Drive to Bruch & Bruch Construction, Inc.
The culvert’s outfall had hastened the erosion of a bluff canyon, forcing a temporary road closure. County officials hope to reopen West Bluff Drive from Juan De Fuca Way and Island Vista Way by the end of the summer.
Commissioners are expected to issue a call for a public hearing at 10:330 a.m. July 31 on ordinance amendments and the addition of a new section in the Home Rule Charter. The new section would allow commissioners to establish an office of financial services and economic analysis.
Public hearings are set at 10:30 a.m. on amendments to policy concerning purchasing, bids and contracts.
A public hearing is set for 6 p.m. on fireworks.
Also on the agenda is:
• An agreement with Office of Crime Victims Advocacy for funding through the Victim/Witness Assistance Grant Program.
• A notice of bids for Consultant Services with Hazard Mitigation Plan.
• A resolution authorizing the chairman of the board to sign closing documents with Clallam Title Company for a property at 2015 E. Fifth St.
• An increase of the construction budget expense for Public Works to match the Transportation Improvement Program approved for the 2018 budget.
Commissioners will conduct a workshop at 9 a.m. Monday. They will discuss items on the Tuesday agenda as well as:
• An agreement with Quillayute Valley and Port Angeles school districts for provision of Transition Program training.
• A Shoreline Master Program update.
Port Angeles city
The Port Angeles City Council will consider extending an agreement for services with Natural Resource Results, LLC to allow more time to negotiate with the National Park Service over the impact of dam removal when it meets at 6 p.m. Wednesday.
The council will meet at City Hall, 321 E. Fifth St. At 5:15 p.m., the council will hold an open Lodging Tax work session. At 4 p.m.,it will conduct an executive session to evaluate the qualifications of an applicant for public employment, to discuss potential litigation and to consider the minimum price at which real estate will be offered.
The council will consider rejecting all bids and re-bidding work early next year for re-roofing on the Ranney Well and support building.
Council members will consider approving a $35,269 contract with Bruch & Bruch Construction Inc., for beach nourishment material in front of the seawall and a $18,552 contract with Aldergrove Construction, Inc. for grounds maintenance of the Light Operations substations and wastewater treatment plant.
They will conduct a second reading and consider for-hire vehicle licensing code.
They will welcome Port Angeles School Superintendent Marty Brewer and issue a proclamation in honor of Patrick Downie Day.
Items on the consent agenda include:
• A Lodging Tax Advisory Committee recommendation.
• A discussion of Council Policy Review Committee.
• A contract award for a channel bridge project on Marine Drive.
Clallam Transit
Clallam Transit board members will discuss its drug and alcohol-free workplace policy when they meet at 1 p.m. Monday.
The meeting will be at the Sequim Transit Center, 140 W. Cedar St.
Other agenda items include a grant application authorization, transit’s Clallam County Fair free service, a verbal report on the CTS Draft Comprehensive Plan, and a 2017 Washington Transit Insurance Pool Risk Profile report.
Housing Authority
Peninsula Housing Authority of Jefferson & Clallam County commissioners will hear a director’s report when it meets at 1 p.m. Wednesday.
The meeting will be at the Jefferson County Courthouse commissioner’s meeting room, 1830 Jefferson St., Port Townsend.
Board of Health
Clallam County Board of Health will continue its discussion of local authority to regulate tobacco, vaping and marijuana products at 1:30 p.m. Tuesday.
The meeting will be in Room 160 at the Clallam County Courthouse, 233 E. Fourth St.
City council member Lindsey Schromen-Wawrin will present a proposal to challenge state law during the discussion.
Other agenda items include a revision of an ordinance prohibiting smoking on county property.
Sequim schools
The Sequim School Board will consider approving its strategic plan when it meets at 6 p.m. Monday.
The board will meet at 503 N. Sequim Ave.
Also on the agenda is a first reading of policy on the minimum fund balance.
Fire District 2
Clallam County Fire District No. 2 commissioners are expected to meet at 7:30 p.m. Tuesday.
The meeting will be at 1212 E. First St.
