Clallam County commissioners will discuss homelessness and sheltering the homeless in a special work session at 7:30 a.m. Monday.
The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
Use the after-hours door behind the Clallam Transit bus stop on Fourth Street to access the early portion of the meeting.

The discussion on homelessness will include a status update from Serenity House of Clallam County, which recently re-opened its night-by-night and family services shelters in Port Angeles.
The regularly-scheduled work session will begin at 9 a.m. Monday.
Discussion items include:
• Use of the Dedicated Reserve Fund.
• How to get a District Court judgment on the “execution docket” of Superior Court.
• A 1 p.m. discussion on the planned expansion of the county’s WSU (Washington State University) Extension Office.
Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.
Scheduled action items include:
• A proclamation honoring all veterans and the volunteers who assist them and recognizing Nov. 11 as Veterans Day.
• A letter to the state Department of Natural Resources requesting that a deadline for the Revised Draft Environmental Impact Statement for the long-term conservation strategy for the marbled murrelet be extended 90 days for commissioners to evaluate.
• A grant from the state Department of Commerce for facility improvements to the old Juvenile and Family Services building in west Port Angeles.
• Agreement with the Office of the Secretary of State’s Division of Archives and Records Management for a technology upgrade.
• An agreement with Salish Behavioral Health Organization to support therapeutic courts.
• Resolutions closing the Clallam County District Court II probation fund and other county funds that are no longer in use.
• A call for Nov. 27 public hearing for consideration of debatable budget emergencies.
• Notice that proposed levies for the general purpose property tax and the road fund property tax will be adopted Nov. 27.
• A resolution authorizing action on Current Use Assessment applications pursuant to Clallam County open space code.
• Notice of a Nov. 20 public hearing on the 2019-2024 Transportation Improvement Program.
• A resolution establishing a government equipment rental schedule for 2019.
Planning commission
The Clallam County Planning Commission will hear a stormwater management update at 6 p.m. Wednesday.
The meeting will be in Room 160 at the Clallam County Courthouse.
Other agenda items include a review of wireless communications facilities.
Port of Port Angeles
Port of Port Angeles commissioners will conduct a public hearing on the 2019 budget and a 1 percent property tax increase for 2019 at 9 a.m. Monday.
The special meeting will begin at 8 a.m. at 338 W. First St.
Commissioners also will discuss the 2018 Community Partner Program and a U.S. Department of Transportation lease.
Port Angeles city
The Port Angeles City Council will conduct a second public hearing and a second reading of proposed changes to utility rates at 6 p.m. Tuesday.
The meeting will be in the City Council chambers at City Hall, 321 E. Fifth.
Under the proposal, residential water rates would increase by 5.4 percent next year. No change is being proposed for electric, solid waste, solid waste transfer station and stormwater rates.
Other agenda items for the meeting include:
• A first reading and public hearing on a proposed 1 percent increase in the city’s property tax levy.
• Closeout of a Mount Angeles View Community Development block grant.
• The proposed rezone of a lot near Olympic Medical Center from residential to commercial office zoning.
• A presentation on community paramedicine.
• A follow-up discussion on a recent City Council retreat.
Sequim schools
The Sequim School Board will consider paraeducators’ salary schedule and a teamsters contract when they meet in regular session at 6 p.m. Monday.
The board will meet at 503 N. Sequim Ave.
Preceding the regular meeting will be a workshop from 5 p.m. to 5:50 p.m. on the Carlsborg sewer option for Greywolf Elementary.
The board also will consider approving City of Sequim acquisitions, as well as policies on goals and commitment to planning.
Board members will hear reports on sports at the middle and high schools.
Public Utility District
Clallam County Public Utility District commissioners will consider a completed contract with Valmont Composite Structures for 32 fiberglass transmission poles when they meet at 1:30 p.m. Monday.
The special meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road.
Other agenda items include authorization to dispose of surplus property consisting of miscellaneous computer equipment.
There will be no meeting of the PUD commissioners Nov. 12 for observance of Veterans Day.
Fire District 3
Clallam County Fire District 3 commissioners will consider the 2019 budget when they meet at 1 p.m. Tuesday.
The commissioners meet at 323 N. Fifth Ave., Sequim.
They also will consider a resolution concerning declaring an ambulance surplus.
The district covers the east side of Clallam County with a small portion in Jefferson County.
