Clallam County commissioners will discuss mediation with Department of Community Development (DCD) Director Mary Ellen Winborn on Monday.
The work session will begin at 9 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The 2020 Charter Review Commissioners recommended that county commissioners and the DCD director, all elected officials, commission a third-party review of county ordinances and solicit a report on proposed changes to ordinances and operating procedures to clarify roles and responsibilities of the DCD.
“Upon receipt of the Charter Review Commission’s recommendation to agree upon a third party to review county ordinance to better support the elected nature of the director of Community Development position, Director Winborn asked the Commissioners to engage in a mediation to improve trust and communication as an initial step,” according to an executive summary.
“The commissioners have engaged Peninsula Dispute Resolution (Center) to assist with this mediation and need to review and discuss the proposed contract and mediation strategy.”
Other agenda items for the work session include:
• A request from the Clallam County Public Utility District to be a sub-recipient for American Rescue Plan Act funding.
• An agreement with the state Department of Transportation for the Sequim-Dungeness Way/Woodcock Road roundabout.
• An agreement with the state Department of Transportation for an Olympic Discovery Trail extension from the Forks Calawah River Park to the Sitkum-Sol Duc Road.
• Notice of July 20 public hearings for a mid-year budget review.
• A 1 p.m. quarterly income report from the state Department of Natural Resources.
Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.
Action items include:
• An amended agreement with the state Department of Ecology for stormwater management and regulations outreach.
• A contract extension with the state Department of Veterans Affairs for a county veterans service officer.
• A right-of-way purchase for the Sequim-Dungeness Way/Woodcock Road roundabout.
• A call for bids for a preliminary phase of the Dungeness River floodplain restoration and levee road realignment project.
• A resolution appointing Jennifer Bond to the Conservation Futures Program Advisory Board.
• Notice of a July 6 public hearing for a resolution authorizing sale of a county tax title property by way of electronic media and setting terms of sale.
• Notice of July 13 public hearings for an update of the Clallam County Shoreline Master Program and administrative procedures.
Association of counties
The Washington State Association of Counties will hear a weekly update on COVID-19 when they meet at noon Monday.
Both Clallam and Jefferson counties will participate.
