Clallam County commissioners will consider the 2017 contract with the Economic Development Corp. in their weekly work session Monday and business meeting Tuesday.
The Monday session will begin at 9 a.m. while the Tuesday business meeting will be at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
In 2014, the EDC was awarded a three-year contract of up to $150,000 per year for the Opportunity Fund to support reorganization efforts. The final payment of $125,000 is set for this year and outlines a new scope of work that includes more detailed focus, goals and outcomes.
Commissioners also will consider a grant of $50,000 from the Opportunity Fund to the Quillayute Valley Park and Recreation District.
They will consider setting a public hearing Aug. 15 on a proposed six-month extension of an interim measure limiting the size of structures in certain rural zoning districts while standards are researched for bed-and-breakfasts and vacation rentals.
Other agenda items for the Tuesday meeting under consideration include:
• Petition for property tax refund from Interfor U.S. Inc. and decide if they will direct the county treasurer to issue the refund.
• Contract with Aldergrove Construction Inc. for $823,558 for courthouse boiler replacement.
• Contract with Snyder Roofing of Washington LLC for $707,220 for jail roof replacement.
• Agreement with the state Department of Transportation to install eight radar speed recording signs on Deer Park and Little River roads.
• Agreement with city of Sequim for operation and maintenance of the Carlsborg sewer collection system.
• Final approval of the Valley Industrial Park plat, which would have five lots near the intersection of Hooker Road and Harrison Street.
Items on the Monday agenda include a preview of Tuesday matters as well as agreements for the Clallam County Fair.
Sequim council, county
The Sequim City Council and Clallam County commissioners will gather for a joint meeting at 5 p.m. Monday.
The meeting will be at the Sequim Civic Center, 152 W. Cedar St.
Council priorities, county planning, criminal justice, shared services and the Carlsborg sewer operations and maintenance agreement contract are on the agenda.
Sequim city
The Sequim City Council will meet in executive session at 9 a.m. Wednesday to review the performance of the city manager.
The meeting will be at the Sequim Civic Center.
Also, a quorum of the council is expected to tour the Serenity House shelter at 2203 W. 18th St. in Port Angeles at 1 p.m. Wednesday.
Port Angeles City Council
The Port Angeles City Council will hear an update on computer security when it meets in regular session at 6 p.m. Tuesday.
The regular meeting will be preceded at 5:30 p.m. by an executive session to discuss potential litigation with legal counsel. Both meetings will be in council chambers at City Hall, 321 E. Fifth St.
At the regular meeting, the council will consider ratifying a declaration of emergency after customers reported possible credit card compromise.
It will consider revising the solid waste ordinance in regard to private property cleanup, a service agreement with Peninsula Area Public Access, as well as a staff recommendation to reject a bid for Tumwater Bridge rehabilitation.
It also will consider amendments to harbor cleanup agreements.
The council will hear reports on public works and utilities construction, grants and loans.
City Attorney Bill Bloor will discuss obligations of city officials concerning comments during open public meetings on ballot measures and campaigns.
On the consent agenda are a contract award for repairing the Elks parking lot and a facility use agreement with William Shore Memorial Pool.
Port of Port Angeles
Port of Port Angeles commissioners will consider whether to move ahead with a project to install three 3-phase 100 amp 277/480OV receptacles among the F float when they meet at noon Tuesday.
Commissioners will meet for lunch and begin the special meeting at 1 p.m. at port headquarters, 338 W. First St.
Estimated costs would be $113,000 over the $80,000 budget for the project. That would be offset by $105,000 remaining in the port’s 2017 flexible project budget and $175,000 remaining from the Terminal 1 Zone 6 project.
Commissioners will hear a report on costs associated with the removal of 41 trees at the city-owned Lincoln Park adjacent to Fairchild International Airport. The trees blocked air access to a runway and emergency action was taken, prompted by the Federal Aviation Administration.
Payments were made to Blue Mountain Tree Service, $40,108 for tree removal; Thomas Roorda, $3,000 for surveying and tree-marking; Hendrickson Forestry, $2,600 for timber valuation; and $19,416 to the city of Port Angeles for the value of the trees.
Commissioners also will discuss website redesign and a line of business financial return summary.
Public utility district, port
Commissioners of the Clallam County Public Utility District and the Port of Port Angeles will meet in a joint work session at 9 a.m. Tuesday.
The meeting will be at the PUD main office at 104 Hooker Road, Carlsborg.

Clallam PUD
Clallam County Public Utility District commissioners will consider approving the appointment of two deputy auditors when they meet at 1:30 p.m. Monday.
The meeting will be at the PUD main office at 104 Hooker Road, Carlsborg.
Commissioners also will consider adopting a resolution in support of H.R. 3144, or “Federal Legislation Addressing Federal Columbia River Power System Biological Opinion.”
An executive session is planned to review the performance of a public employee.
County planning
The Clallam County Planning Commission will review a revised draft of the county master shoreline program when it meets at 6:30 p.m. Wednesday.
The panel will meet in Room 160 at the Clallam County Courthouse.
Olympic Medical Center
Olympic Medical Center commissioners will consider a consultant agreement for emergency department interim management when they meet at 12:30 p.m. Wednesday.
The meeting will be in Linkletter Hall in the basement of the hospital at 939 E. Caroline St., Port Angeles.
Commissioners also will be updated on second-quarter financial results and privacy. They will consider a Lifeline monitoring contract and pharmacy hardware and software.
An executive session is planned to discuss the performance of public employees.
Growth management
The Growth Management Steering Committee for Clallam County, Sequim, Port Angeles and Forks will continue to review planning policy when it meets at 4 p.m. Thursday.
