EYE ON CLALLAM: County considers 2021 budget

Clallam County commissioners will receive a recommended 2021 budget Monday.

The virtual work session will begin at 9 a.m. and can be viewed at www.clallam.net/features/meetings.html.

The recommended budget shows $41.87 million in general fund revenues, $44.98 million in expenditures and a $3.11 million operating deficit, Chief Financial Officer Mark Lane said.

The actual operating deficit likely will be $1.4 million to $1.7 million lower than budgeted due to open positions, turnover and retirements, Lane said in an executive summary.

Clallam County will begin the year with a $13.15 million general fund balance.

Other agenda items for the work session include:

• An agreement with Olympic Community Action Programs for the continued operation of the county’s COVID-19 Social Distancing Center. A continued discussion on the isolation center will begin at 1 p.m.

• A discussion on the county’s six-Year Transportation Improvement Program.

• A weekly discussion on Coronavirus Aid, Relief and Economic Security (CARES) Act funding.

• District Court II judge transition planning.

• A state Department of Natural Resources legislative priorities letter.

• An agreement with the Port Angeles Fire Department for behavioral health funds.

• Agreements with the state Military Department and U.S. Department of Homeland Security to achieve a national preparedness goal and Operation Stonegarden.

• A Sheriff’s Office request to change the radio maintenance technician position from part time to full time.

• An amended agreement with Anchor QEA, LLC, for a fish passage structure for the Agnew Irrigation District.

Commissioners will conduct their weekly business meeting at 10 a.m. Tuesday.

Action items include:

• A land donation agreement with Jamestown S’Klallam Tribe for the Towne Road dike relocation project.

• An agreement with Hunt Engineering Services for a jail control room upgrade.

• An agreement with Thyssenkrupp Elevator Corporation for an elevator modernization project.

• An agreement with the state Traffic Safety Commission for Target Zero manager duties.

• An agreement with Kitsap County for emergency vehicle operations course training.

• A contract with CenturyLink to update current technology.

• Behavioral health proposals for 2021.

• Notice of Oct. 27 hearings for proposed ordinances regulating fireworks, amending the Opportunity Fund program and amending a special lodging tax.

• A resolution appointing Lindsey Schromen-Wawrin to the Homelessness Task Force.

• Notice that a budget reduction, budget revisions and supplemental appropriations will be adopted Oct. 27.

• A call for Oct. 27 hearing for debatable budget emergencies.

• A public hearing on three ordinances amending code for mineral resources.

Port of Port Angeles

Port of Port Angeles commissioners will review a draft capital budget and be introduced to an operating budget when they meet at 9 a.m. Tuesday.

Commissioners also will consider a bid award for a Boat Haven float repair and a SEPA (State Environmental Policy Act) update.

Public Utility District

Clallam County Public Utility District commissioners will consider 2021 electric, water and wastewater budgets at 1:30 p.m. Monday.

Other agenda items include the appointment of a hearing officer, contract completion for an electrical transmission and distribution pole upgrade and the addition of a compliance officer.

Sequim city

The Sequim City Council will conduct interviews of six candidates for the unexpired term of a council seat and possibly name a new member of the council when it meets in regular session at 6 p.m. Monday.

At 5 p.m., the council will conduct a work session to review the 2021 budget and proposed rates and fees.

The council is filling a position left open by the resignation of Troy Tennesson.

Forks city

The Forks City Council will discuss third-quarter year-to-date reports when it meets at 7:30 p.m. Monday.

The council also will discuss jail statistics and lodging tax receipts as well as a draft ordinance regarding exemptions for building permits.

Port Angeles city

The Port Angeles City Council and several city advisory board will attend a parliamentary training hosted by Ann Macfarlane of Jurassic Parliament on Tuesday.

Conservation District

Clallam Conservation District commissioners will discuss a long-range plan for water resources when they meet at 3 p.m. Tuesday.

Peninsula College

Peninsula College trustees will meet at 2 p.m. Tuesday.
