EYE ON CLALLAM: County to hold Shoreline Master Program hearing

Clallam to hold hearing on shoreline plan

Clallam County commissioners will conduct a public hearing on the proposed Shoreline Master Program update Tuesday.

The hearing will begin shortly after 10:30 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Shoreline Master Programs guide future development of marine shorelines and inland waterways under the concept of “no net loss” of ecological functions. Net pen aquaculture is one component of the draft plan.

The 258-page draft is available on the county website, www.clallam.net.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A letter of support for city of Port Angeles efforts to maintain the quality and quantity of low cost water as promised by the Elwha River Ecosystem and Fisheries Restoration Act.

• A letter of support for Quileute Tribe transportation safety improvement projects.

• An amended memorandum of understanding with the State Patrol for the OPSCAN communications network.

• A consolidated contract amendment with the state Department of Health decreasing $20,992.

• A six-month extension of existing collective bargaining agreements with the Washington State Council of County and City Employees 1619CD, 1619CS, 1619D, 1619MP and 1619LC.

Commissioners will conduct a weekly work session at 9 a.m. Monday to preview items set for action in future meetings.

At 9:30 a.m. Monday, the board will hold a joint legislative meeting with the 24th District delegation.

The 24th District includes the North Olympic Peninsula.

Topics for the joint meeting include:

• State Department of Transportation projects such as U.S. Highway 101 at the Elwha River bridge and between Simdars Road in Sequim to Blyn.

• Health care integration.

• Water issues such as the Dungeness River off-channel reservoir.

• Veterans legislation.

• Unfunded mandates such as indigent defense and public records.

• State Department of Natural Resources work.

• The state capital budget.

• The ability of counties to increase income.

Non-legislative items for the work session include:

• A contract change order with Aldergrove Construction, Inc., for the courthouse boiler replacement project.

• A grant agreement with the state Department of Commerce for a secure crisis residential center.

• An update on Heritage Advisory Board activities.

• Consideration of a call for hearing on the proposed vacation of a portion of Billy Smith Road.

• Consideration of a call for hearing on proposed changes to Clallam County policy for property control.

• A discussion with County Treasurer regarding vacating the office.

Clallam PUD

Clallam County Public Utility District commissioners will consider an invitation for bids for a diesel-powered bucket truck when they meet at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road.

Sequim City Council

The Sequim City Council will consider renaming the Guy Cole Convention Center when it meets at 5 p.m. Monday.

The council will meet in the Sequim Civic Center at 152 W. Cedar St.

The council also will conduct a public hearing on comprehensive plan amendments and consider contracts for West Fir Street rehabilitation and for pickleball courts at Carrie Blake Park.

Earlier in the day, at 11:15 a.m., the council will conduct a special meeting with the Legislative District 24 delegation to present the Sequim legislative agenda.

Forks City Council

The Forks City Council will consider approval of the 2018 budget and will conduct a public hearing on a draft law concerning vacation rentals when it meets at 7:30 p.m. Monday.

The council will meet at City Hall, 500 E. Division St.

Clallam Conservation District

Clallam Conservation District members will hear a report from Washington Association of Conservation Districts Northwest Area Director Sarah Richards at a meeting at 3 p.m. Tuesday.

The meeting will be in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include a long-range planning update, bookkeeper/administrative assistant recruitment update, the 2018 election and cooperator and cost-share agreements.

Planning commission

The Clallam County Planning Commission will conduct a public hearing on proposed zoning code amendments at 6:30 p.m. Wednesday.

The meeting will be in Room 160 at the Clallam County Courthouse.

The proposed amendments address:

• Chapter 29.01, Purpose and authority of the Clallam County code to amend exemptions for land divisions.

• Chapter 29.03, Definitions of the code to amend the definition of boundary line adjustment.

• Chapter 29.30, Standards for subdivisions, short subdivisions and large lot divisions of the code to amend street and improvement standards.

• Chapter 29.43, Boundary line adjustment and lot combination of the code to amend criteria approval and minor revisions.

• Chapter 29.45, Alterations and vacations of the code to amend alterations to be reviewed administratively.

• Chapter 33.03, Definitions of the code to amend the definition of commercial storage.

• Chapter 33.30, Variances of the code to allow for minor text changes.

Peninsula College

Peninsula College trustees will conduct their December meeting at 2 p.m. Tuesday.

The meeting will be in the Cornaby Center on the Peninsula College Port Angeles campus at 1502 E. Lauridsen Blvd.
