EYE ON CLALLAM: County commissioners to discuss tourism

Clallam County commissioners will discuss a proposed agreement with Olympic Peninsula Visitor’s Bureau to promote year-round tourism at a work session at 9 a.m. Monday.

The work session will be 9 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The amount of the proposed 2020 agreement is $600,000.

Other agenda items for the work session include:

• Next steps on the state Department of Ecology’s comment period for the western Port Angeles Harbor cleanup.

• A request for a state Department of Licensing lead title examiner position.

• An update on heating, ventilation and air conditioning projects.

• A briefing and call for hearing regarding on proposed changes to policy for employee benefits.

• A resolution to modify a revolving petty cash account for the Juvenile and Family Services Department.

• A resolution re-establishing and modifying revolving, petty cash and change funds for the Health and Human Services Department.

• Agreement with Radio Pacific Inc./KONP Radio for an exhibit display at the Clallam County Home and Lifestyle Show.

• A resolution to initiate a county road project for traffic control devices.

• A state Recreation and Conservation Office application to the Salmon Recovery Funding Board to improve the fish passage on the Agnew Irrigation District’s irrigation outtake.

• An agreement with Joyce-based Clallam County Fire District No. 4 to exchange services and fulfill the requirements of state law.

• A letter of support to the Federal Transit Administration to support Clallam Transit’s application for funding related to the acquisition of three electric buses.

• A resolution for financial support of a coastal counties assessment.

• Discussion and approval of a Census boundary review form.

• A monthly budget performance review.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• Notice of a Feb. 25 hearing for a proposed $589,473 grant from the Opportunity Fund to the city of Port Angeles for Port Angeles Waterfront Center building infrastructure.

• Resolutions closing two Clallam County District Court II imprest funds.

• An agreement with K&H Printers for printing and mailing of 2020 presidential primary ballots.

• A land purchase agreement with Selinco Properties, LLC for right-of-way for the Gilbert/Gupster road project.

• A contract with North Peninsula Building Association for an exhibit to be displayed at the NPBA building expo.

• A contract amendment with the state Department of Health to amend a statement of work for public health emergency planning programs.

• An amended agreement with the state Recreation and Conservation Office for a North Olympic Peninsula Lead Entity for Salmon project.

• An amended agreement with Anchor QEA, LLC for the Agnew Irrigation District’s irrigation outtake of McDonald Creek.

• Notice that budget revisions and supplemental appropriations will be adopted Feb. 25.

• A call for Feb. 25 public hearing for debatable budget emergencies.

A closed executive session is scheduled for 11:30 a.m. Tuesday for the board to discuss potential litigation related to a fraudulent claim of the senior tax exemption, according to the agenda.

Port of Port Angeles

Port of Port Angeles commissioners will consider a broadband feasibility study consultant agreement when they meets at 1 p.m. Thursday.

The special meeting will be in the port building at 338 W. First St., Port Angeles.

Commissioners also will consider a National Oceanic and Atmospheric Administration (NOAA) tide station lease agreement, a purchase and sale agreement for 830 Boathaven Drive building and an update on a Community Airport Revitalization Board loan modification.

Climate Action Plan

The Port Angeles Planning Commission Climate Action Subcommittee will seek public comment on the Climate Action Plan at 5 p.m. Wednesday.

The special meeting will be at City Hall, 321 E. Fifth St.

The group will discuss task force groups, also.

Community members are urged to provide input on the plan.

Sequim City Council

The Sequim City Council will consider a moratorium on manufactured home parks when it meets in regular session at 6 p.m. Monday.

The council will meet at Sequim Civic Center, 152 W. Cedar St.,

The proposed moratorium would provide time for the city to develop new policy and land use regulations that guide requirements for streets in manufactured home parks, staff said.

The council also will consider guarantees for subdivisions and Eagle Crest subdivision roads.

During a work session at 5 p.m., the council will discuss countywide hazard mitigation plan, council goals, the Sunshine Festival, West Fir Street Rehabilitation and the third phase of Guy Cole Event Center construction.

Forks City Council

The Forks City Council will consider a resolution opposing the Wild Olympics Wilderness and Wild and Scenic Rivers Act at 7:30 p.m. Monday.

The meeting will be at City Hall, 500 E. Division St.

Other agenda items include:

• A Board of Health appointment.

• City support for a Clallam Transit grant request.

• An ordinance providing for the issuance of a water revenue bond.

• A contract with Consolidated Telecom, Inc.

• A service agreement with PowerDMS, Inc.

• A discussion on the Clallam County hazard mitigation plan.

Public Utility District

Clallam County Public Utility District commissioners will hear an overview of outage reporting and reliability statistics at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road.

Conservation District

The Clallam Conservation District board will consider an agreement with Aqua Terra Cultural Resource Consultants for on-call cultural resources surveys at 3 p.m. Tuesday.

The meeting will begin at 3 p.m. in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include cooperator and cost-share agreements, staff reports and customary business.

Peninsula College

The Peninsula College Board of Trustees will conduct its monthly meeting at 2 p.m. Tuesday.

The meeting will be at the main campus at 1502 E. Lauridsen Blvd., Port Angeles.

Charter Review Commission

The Clallam County Charter Review Commission will interview county officials Thursday.

The meeting will begin at 6 p.m. in Room 160 at the Clallam County Courthouse.

Scheduled to be interviewed are Commissioners Mark Ozias, Randy Johnson and Bill Peach, Prosecuting Attorney Mark Nichols and Sheriff Bill Benedict.
