EYE ON CLALLAM: County board to receive preliminary budget

And other meetings in Clallam County.

The Clallam County commissioners will receive a preliminary budget for 2017 when they meet Tuesday.

The meeting will begin at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The preliminary roll-up budget shows a projected $34.8 million in general fund revenue and $37.2 million in expenses.

Other agenda items for the business meeting include:

• A contract change order for improvements to the floral barn at the county courthouse.

• An agreement with K&H Printers for the printing and mailing of general election ballots.

• An agreement with Peninsula Behavioral Health to provide intervention services in the Sequim and Crescent school districts for the 2016-17 school year.

• An agreement with the Lower Elwha Klallam tribe to purchase an easement for the reconstruction of Lower Elwha Road.

• An agreement with the state Department of Ecology to allow a road department manager to submit reports electronically.

• A bid opening for camera and recording system installation at the Clallam County jail.

• A call for hearing on the proposed sale of surplus property.

• A call for hearing on the proposed code amendments for the Clallam Bay/Sekiu sewerage rate schedule.

• Notice that budget reductions and supplemental appropriations will be adopted Sept. 27.

• A call for a Sept. 27 hearing for consideration of debatable budget emergencies.

• A call for hearing on a proposed change to the comprehensive plan land use and zoning map.

Commissioners will hold a work session at 9 a.m. Monday to preview items set for action in future meetings.

Discussion items include a call for bids for a courthouse door and hardware replacement project and an agreement with the Jamestown S’Klallam tribe to conduct a population survey of Olympic oysters.

Port of Port Angeles

Port of Port Angeles commissioners will consider accepting as complete the remediation of the former plywood mill site when they meet Monday.

The meeting will begin at 8 a.m. in port headquarters at 338 W. First St. It will adjourn at 10:30 a.m. and reconvene at 2:30 p.m. for a Coalition of Open Government Award.

The final total for the mill site project is $7,007,738.

Commissioners will consider a $125,000 amendment to a professional service contract with Reid Middleton to complete the design of the wash-down facility in the the Marine Trades Industrial Park.

They will review a final draft of the proposed 2017 capital budget, which includes $9,376,000 from the port’s capital improvement fund and $771,910 from anticipated state and federal grants. Action is expected to be taken in November.

Sequim city

The Sequim City Council will consider amending residential zoning codes when it meets Monday.

The council will meet at 5 p.m. for a work session followed by a regular meeting at the Sequim Civic Center, 152 W. Cedar St.

At a 5 p.m. work session, the council will discuss propane tank safety in the advent of an earthquake and wells and water rights.

It will hear an update on the Main Street Program and consider designating $10,000 in lodging tax to support the Sequim merchant group.

During the regular meeting, the council will hear of a possible agreement with the Jamestown S’Klallam tribe for the city to treat sewage from Blyn.

At 2:30 p.m., the council will meet at the Civic Center for a tour of the water reclamation facility at 247 Schmuck Road, the Guy Cole Convention Center at 202 N. Blake Ave. and the Gebhardt Zwicker Trail on North Blake Avenue.

Forks City Council

The Forks City Council will discuss a draft amendment of the disorderly conduct code when it meets Monday.

The council will meet at 7:30 p.m. at 500 E. Division St.

The council also will consider a Forks Municipal Airport pavement maintenance project and leasing Hangar 4.

Port Angeles Planning Commission

The Port Angeles Planning Commission will consider facade and sign grant applications when it meets Wednesday.

The panel will meet at 6 p.m. at 321 E. Fifth St.

It will consider applications from Kokopelli Grill and Peabody Creek Coin Laundry.

Clallam PUD

Clallam County Public Utility District commissioners will consider authorizing an application to the drinking water state revolving loan fund for the Deer Park pumping station project.

The meeting will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office at 104 Hooker Road.

District commissioners also will consider removing delinquent accounts from active accounts receivable.

Clallam Conservation District

Clallam Conservation District commissioners will consider an interlocal agreement with the Sequim School District for a rainwater harvesting demonstration project Tuesday.

The meeting will begin at 3 p.m. in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include an interlocal agreement with Walla Walla County Conservation District, a Golden Sands Community feasibility assessment, compensation for a housing regional engineer and a rates and charges update.
