EYE ON CLALLAM: County board to meet with tribe on various topics

Clallam County commissioners will hold a joint meeting with the Lower Elwha tribal council to discuss mental health, U.S. Highway 101 speed limits, the tribe’s plans for a Port Angeles hotel and the coordination of issues and projects common to both governments at 1 p.m. Monday.

The joint meeting will be at the Lower Elwha tribal facility, Room 13, 2851 Lower Elwha Road.

County commissioners will hold their regular work session at 9 a.m. Monday in Room 160 at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Discussion items include:

• An update on 2018 indigent defense services.

• An update on the revised Shoreline Master Program.

• An update from United Way officials.

• A contract amendment with Salish Behavioral Health Organization to increase funding for outpatient services.

• A local agency agreement and project prospectus with the state Department of Transportation for a countywide guardrail project.

• A discussion of proposed changes to county policies for property control and budget changes and modifications.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• An amended agreement with the state Department of Corrections for transportation of sentenced female inmates.

• A contract amendment with the State Patrol to expand reimbursement for the Olympic Peninsula Narcotics Enforcement Team supervisor.

• A resolution appointing Kelly Gonzalez to public records officer.

• Approval of a joint letter with the Port of Port Angeles to state Sen. Van De Wege and state Reps. Steve Tharinger and Mike Chapman seeking support in asking the Department of Revenue to expand its data-sharing policy via interlocal agreements.

• Resolutions adopting a budget reduction, budget revision and supplemental appropriations.

• Final approval of a binding site plan to create a six-space recreational vehicle park on a 1.35-acre parcel.

• A right-of-entry permit with Rayonier to allow county surveyors or private companies employed by the county to enter Rayonier timberlands to survey right of way for the Olympic Discovery Trail near Forks.

• A public hearing for consideration of debatable budget emergencies.

Clallam PUD

Clallam County Public Utility District commissioners will consider establishing policy for a special residential electrical service discount for low-income seniors and disabled citizens at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

Other agenda items include:

• The disposal of surplus property.

• A completed contract for a transmission line rebuild over the Elwha River.

• A resolution establishing a small public works roster process with the Municipal Research and Services Center of Washington.

The commissioners will hold an executive session to evaluate the qualifications of an applicant for public employment.

After the executive session, the commissioners will consider adopting a resolution appointing an acting treasurer controller.

Clallam Transit

The Clallam Transit board will hold a budget workshop at 9 a.m. Friday.

The special meeting will be in the conference room at the Clallam Transit System administration building, 830 W. Lauridsen Blvd., Port Angeles.

Topics will include an update on the 2017 operating and capital budgets, 2018 budget development, a review of adopted goals and objectives, a review of key projects and a review of potential amendments to the six-year Transit Development Plan.

Port Angeles schools

The Port Angeles School Board will be presented with a recommendation from the facility advisory committee for a levy package at 7 p.m. Thursday.

The meeting will be at Stevens Middle School, 1139 W. 14th St.

The board will suggest refinements of the levy package. A special school board meeting Nov. 9 is expected to finalize the capital levy package, with the board having a first reading of the resolution in a special meeting Nov. 30. A second reading is expected Dec. 7, with the board considering approval.

On Thursday, the board also will consider a preliminary financial report and a truancy report.
