EYE ON CLALLAM: County board to hear emergency management briefing

Clallam County commissioners will hear an update on emergency management activities, accomplishments and challenges Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other discussion items will include:

• An interagency agreement with state Department of Corrections for the use of the Sekiu sewer outfall.

• Contract amendments with the state Department of Social and Health Services for budget increases of $17,297 and $9,985.

• A modification to the 2018 capital request schedule.

• A discussion on topics for a county legislative meeting Dec. 11.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A proclamation honoring all veterans, the volunteers who assist them and recognizing Saturday, Nov. 11, as Veterans Day.

• A proclamation recognizing November as Family Caregiver Month in Clallam County.

• A local agency agreement and project prospectus with the state Department of Transportation for a countywide guardrail project.

• A contract amendment with Salish Behavioral Health Organization for outpatient services.

• A bid opening for an Emergency Operations Center grounding/electrical switchboard improvements project.

• A bid opening for 2018 services for affordable housing and homeless housing and assistance funds.

• A resolution confirming appointments and designating individuals for the Washington Counties Risk Pool.

• A notice of a Nov. 21 hearing for proposed changes to county policy for budget changes and modifications.

• Notice of a Nov. 28 hearing on the six-year Transportation Improvement Program.

Port Angeles city

The Port Angeles City Council will conduct a first reading and hold a public hearing for consideration of a property tax levy for 2018.

The meeting will begin at 6 p.m. Tuesday in City Council chambers at City Hall, 321 E. Fifth St.

Another first reading and public hearing will be held on the assumption of the Port Angeles Transportation Benefit District.

Other agenda items for the meeting include:

• Parks and recreation municipal code updates.

• A resolution to declare the acquisition of 4017 Fairmount Ave. as necessary to eliminate neighborhood blight.

• Approval of Lodging Tax Advisory Committee Recommendations.

• A contract for an E Street Reservoir pressure-reducing valve station.

• A memorandum of understanding with the U.S. Coast Guard cutter Swordfish.

• A Wave franchise and Port Angeles Public Access contract extension.

Port of Port Angeles

Port of Port Angeles commissioners will hold a 2018 budget and tax levy hearing Monday as part of their regular business meeting.

The meeting will begin with the hearing at 9 a.m. in the meeting room at the port administrative building, 338 W. First St., Port Angeles.

The 2018 operating budget is projected to be $10.6 million, similar to the projected year-end 2017 budget and 17 percent more than projected and buoyed largely by a strong log export market, Executive Director Karen Goschen said in her budget message.

Expenses for 2018 are budgeted at $8.6 million, higher than 2017 due to Terminal 3 dredging and an increase in salaries and positions.

Commissioners have said they favor banking the allowed 1 percent 2018 levy increase instead of imposing it, resulting in $63,000 of banked levy capacity.

Work session items include:

A public comment session on the removal of 165 creosote-covered piles at the former Dungeness Wharf.

A discussion of value-engineering proposals — identified cost-saving measures — for the Marine Trades Industrial Park wash-down facility.

Discussion of a letter to the state Board of Natural Resources on selecting a long-term conservation strategy for the marbled murrelet.

Discussion of a letter to state legislators requesting access to state Department of Revenue business data on existing business and contractors, which is available to certain municipalities but not the port, to assess trends of growth and economic decline.

Discussion of a petition by the Peninsula Trails Coalition to the state Parks Commission asking the commission to make a top priority the planning and development of a multipurpose trail in Anderson Lake State Park that would be part of the Olympic Discovery Trail and the Pacific Northwest National Scenic Trail.

Board of Health

The Clallam County Board of Health will hold a public hearing on a secure medicine return ordinance Tuesday.

The hearing will begin at 1 p.m. in Room 160 at the Clallam County Courthouse.

The draft ordinance and draft regulations can be reviewed on the Clallam County website, www. clallam.net.

Clallam PUD

The Clallam County Public Utility District commissioners meeting for Monday has been canceled.

The next meeting will be Nov. 13.

Fire District 3

Clallam County Fire District 3 commissioners will host a public hearing on the 2018 budget Tuesday.

The meeting will be held at 323 N. Fifth Ave., Sequim.

Also on the agenda are bills related to a service delivery study, draft commissioner compensation policy, Washington Fire Commissioners Association Health Care employer application, future revenue and levy plan, human resources and training services contract, volunteer/training coordinator recommendation, termination of an interlocal agreement with the Port Angeles Fire Department, a Liz Loomis contract and adopting a resolution on the district budget.

The fire district will hold an executive session before adjourning.

The district covers the east side of Clallam County with a small portion in Jefferson County.

Sequim schools

The Sequim School Board is scheduled to meet at 6 p.m. Monday.

The board will meet in the district office, 503 N. Sequim Ave.

An agenda was not available Sunday.
