EYE ON CLALLAM: County board to discuss budget

Clallam County commissioners will discuss the proposed 2018 budget in a work session that will begin at 9 a.m. Monday.

The meeting will be in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The board must adopt a balanced budget by Dec. 12.

Other agenda items for the work session include a resolution on trail planning and construction in Anderson Lake State Park in Jefferson County for an addition to the Olympic Discovery Trail, a list of topics for a county legislative meeting Dec. 11 and change orders with Aldergrove Construction Inc. for veterans center ramp installation and a courthouse boiler replacement project.

The work session also will preview items set for action in future business meetings.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• A letter to the National Park Service on a proposed entry fee increase.

• A contract with McCoy Electric Co. for the courthouse Emergency Operations Center grounding and electrical switchboard improvement project.

• Contract amendments with the Department of Social and Health Services for two budget increases.

• An agreement with Children’s Home Society of Washington for Parents for Parents Services.

• An agreement with Harper-Ridgeview Funeral Chapel for disposition of the remains of indigent persons.

• Approval of a public records fee schedule change.

• Notice that supplemental appropriations and a budget reduction will be adopted Dec. 5.

• A call for a Dec. 5 hearing for consideration of debatable budget emergencies.

• A call for a Dec. 5 hearing for consideration of the 2018 Clallam County budget.

• A resolution establishing a government equipment rental schedule for 2018.

• A public hearing for proposed changes to county policy for budget changes and modifications.

• A public hearing on the six-year Transportation Improvement Program.

• Public hearings on two rezones and zoning map amendments.

Port Angeles city

The Port Angeles City Council will hold a public hearing on the 2018 proposed budget when it meets at 6:30 p.m. Tuesday.

The hearing will be in City Council chambers at City Hall, 321 E. Fifth St.

The city’s proposed budget for 2018 is balanced at $108.28 million.

Council members will consider approving a budget Dec. 5.

Other hearings are scheduled for the property tax levy for 2018 and the assumption of the Port Angeles Transportation Benefit District.

The council’s regular meeting will begin at 6 p.m. Tuesday.

Action items include:

• Parks and recreation municipal code updates.

• Cost-of-living adjustment for non-represented management and administrative personnel.

• Creation of a transportation benefit district fund.

• A third budget amendment for 2017.

• A street vacation ordinance.

• A professional services agreement for wayfinding.

• A letter to the National Park Service regarding proposed entrance fee increases.

Sequim schools

The Sequim School Board will eye several policies when it meets at 6 p.m. Monday.

The board will meet at 503 N. Sequim Ave. The regular meeting may be preceded by an executive session at 5 p.m.

The board will consider on first reading policies on homeless students and on employment disclosures, certification requirements, assurances and approval.

They will consider on second reading, giving final approval, policies on medication and evaluation of staff.

Marine resources

The Clallam County Marine Resources Committee will discuss a draft work plan at 5:30 p.m. Monday.

The meeting will be in Room 160 at the Clallam County Courthouse.

Other agenda items include a briefing on a green crab project proposal submitted by the Makah Tribe, a request to spend remaining money from the crabber outreach fund and a briefing on the Surfrider Leadership Academy.

Library board

The North Olympic Library System Board of Trustees will hold a second public hearing on the proposed 2018 operating budget at 5:30 p.m. Tuesday.

The meeting will be at the Port Angeles Library, 2210 S. Peabody St.

The library’s budget for 2017 is $4.12 million, and the proposed budget for 2018 is $4.37 million.

Clallam Transit

Clallam Transit board members will hear a status update on Strait Shot bus service at 1 p.m. Monday.

The meeting will be at the Clallam Transit System administration building, 830 W. Lauridsen Blvd., Port Angeles.

The Strait Shot fixed-route service from Port Angeles to the Bainbridge Island ferry terminal commenced in June. The cost of the twice-daily, once-on-Sunday trip is $10 each way.

Other agenda items for the Monday meeting include a letter of support to the Washington State Parks and Recreation Commission regarding a Peninsula Trails Coalition petition.

Crescent schools

The Crescent School Board will consider adopting policies and procedures when it meets at 7 p.m. Tuesday.

The meeting will be at the Crescent School library, 50350 state Highway 112, Joyce.

Board of Health

The Clallam County Board of Health will consider a secure medicine return ordinance at 1:30 p.m. Tuesday.

The meeting will be in Room 160 at the Clallam County Courthouse.

Clallam PUD

The Clallam County Public Utility District will hear an update on water department activities and consider approving an agreement for electric distribution design and project coordination services at 1:30 p.m. Monday.

The meeting will be held at the Lake Crescent boardroom of the PUD Main Office in Carlsborg, located at 104 Hooker Road.
