The three Clallam County commissioners will conduct a public hearing on the proposed six-year Transportation Improvement Program on Tuesday.
The hearing will begin at 10 a.m. in the commissioners’ meeting room (160) at the Clallam County Courthouse, 223 E. Fourth St. Port Angeles.
The 2017-22 transportation plan has been brought into alignment with current budget estimates and expected future revenues, road department officials said.
Commissioners will hold their regular business meeting at 10 a.m. Tuesday.
Action items include:
• Resolutions establishing the 2017 general purpose property tax levy for Clallam County and establishing the 2017 road fund property tax levy for Clallam County
• An ordinance amending county code for critical areas to regulate new and existing agricultural uses.
• An ordinance increasing Clallam Bay/Sekiu sewer fees.
• A reallocation of budgeted funds to hire an employee to work 79 hours per month to manage Clallam Marine Resources Committee projects and volunteers.
• A resolution appointing Port Angeles Fire Chief Ken Dubuc to be the ICC-certified building official, building inspector or fire plan examiner representatives on the Building Code Board of Appeals.
• A quit claim deed with the state for a retention pond near the Deer Park Road-U.S. Highway 101 intersection.
• A change order with Building Control Systems Inc. for a camera and recording installation project at the Clallam County jail.
• Acknowledgement of receipt of a request for proposals and qualifications for housing and homelessness services and chemical dependency, mental health and co-occurring services.
• Notice that a budget reduction will be adopted Dec. 6.
• A call for a Dec. 6 hearing for debatable budget emergencies.
Commissioners will preview items set for action at future meetings in their weekly work session at 9 a.m. Monday.
Discussion items include:
• An agreement with Friendship Diversion Services for continued operation of the county’s community service work program and electronic home monitoring program.
• A treasurer’s request to initiate the hiring process to replace the treasurer’s investment officer position.
• A discussion regarding an ordinance amending Clallam County code to create a new chapter titled “Integrated Weed Management.”
• An agreement with the state Department of Transportation for road improvements along Black Diamond Road between milepost 2.66 and milepost 3.40.
• A memorandum of understanding with Crescent Community Advisory Council to clarify responsibilities regarding the council’s use of $1,355 that remains after the dissolution of the Crescent Television Reception Improvement District.
Clallam Transit
The Clallam Transit board will hear status updates on a proposed service change, a 2015 financial report and emergency drills participation Monday.
The monthly meeting will begin at 1 p.m. at the Clallam Transit System main office, 830 W. Lauridsen Blvd., Port Angeles.
Action items include authorization to publish legal notice for a public hearing on the proposed 2017 budget and adoption of a 2017 board meeting schedule.
The board also will recognize outgoing board member Mike Chapman for his years of service to Clallam Transit.
Clallam PUD
Clallam County Public Utility District commissioners will hear a consultant’s presentation on the results of a water cost-of-service study and rate design information Monday.
The meeting will begin at 1:30 p.m. in the Lake Crescent boardroom of the district’s main office in Carlsborg, located at 104 Hooker Road.
Other agenda items include:
• Establishment of a recognition program for PUD employees who have acted meritoriously above and beyond the normal course of duty.
• Contract completions for Deer Park reservoir rehabilitation and pole inspection, treating and reporting.
• Contractor pre-qualifications.
• A resolution establishing compensation for the treasurer controller.
• Customary business.
Marine Resources Committee
The Clallam County Marine Resources Committee will hear a status report on the response process for the proposed Navy pier on Ediz Hook, including a draft letter to Clallam County commissioners, on Monday.
The monthly meeting will begin at 5:30 p.m. in the commissioners’ meeting room (160) at the Clallam County courthouse, 223 E. Fourth St., Port Angeles.
Other agenda items include:
• Funding for marine field trips for Clallam Bay and Crescent school districts.
• A presentation on an ecosystem protection and recovery plan.
• An update from a September oil spill planning meeting.
• A debriefing on a marine resource committee conference.
• Project updates on an oil spill response trailer grant, forage fish survey and education and outreach.
Library system
The North Olympic Library System Board of Trustees will hold a second public hearing on the proposed 2017 budget Tuesday.
The meeting will begin at 5:30 p.m. at the Port Angeles Library, 2210 S. Peabody St.
