EYE ON CLALLAM: Commissioners to hear report on timber revenue

The three Clallam County commissioners will hear a report on timber revenue during their work session Monday.

The Monday work session will begin at 9 a.m. at in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles. The report on timber revenue will be at 1 p.m.

The state Department of Natural Resources will report to commissioners on county timber revenue.

The state manages about 93,311 acres of state forest transfer and purchase lands that benefit Clallam County.

These lands generated $4,997,000 during the first three quarters of 2016 and are expected to generate $5,312,000 by the end of the year.

This is a decrease of $4,959,000 from the July prediction, DNR said.

Also on Monday’s agenda are an agreement for an easement for the Olympic Discovery Trail between Freshwater Bay and Camp Hayden roads, an agreement for an easement for the Carlsborg Sewer System along Gupster Road, change orders for the jail camera and recording installation project and for the Third Street professional building project, a discussion of the Cascadia Rising exercise, grant opportunities for the Dungeness off-channel reservoir, Climate Action Plan, strategic planning and protection for Water Resource Inventory Area 17.

At the Tuesday formal meeting, which begins at 10 a.m., commissioners will consider adopting the Six-Year Transportation Improvement Program for 2017-22.

Also on the agenda of Tuesday’s meeting are:

• Notice of hearing at 10:30 a.m. Jan. 10 on a proposed ordinance on integrated roadside weed management.

• Hearings on debatable emergencies.

• A memorandum of understanding with the Crescent Community Advisory Council to clarify responsibilities regarding the council’s use of the $1,355.21 that remains after the dissolution of the Crescent Television Reception Improvement District.

• An agreement with Friendship Diversion Services for continued operation of the county’s community service work program and electronic home monitoring program.

• An agreement with the state Department of Transportation for road improvements along Black Diamond Road between milepost 2.66 and milepost 3.40.

• A change order with Building Control Systems Inc. for the jail camera and recording installation project.

• A change order with Aldergrove Construction Inc. for the Third Street Professional Building improvements project.

At 8 a.m. Friday, commissioners will be present for the Developmental Disabilities Leadership Meeting at the Port Angeles Senior & Community Center, 328 E. Seventh St.

Sequim council

The Sequim City Council will consider amending the fireworks ordinance as well as conducting public hearings and considering approval of the proposed 2017 city budget, Transportation Benefit District budget, a 1 percent property tax increase and 2017 rates and fees when it meets Monday.

The council will meet at 6 p.m. at the Sequim Civic Center, 152 W. Cedar St.

The 2017 tax levy calls for a 1 percent increase above the 2016 level of $1.37 million, a rise of $13,710. Taxes on new construction in 2017 are expected to add $27,336 in additional revenues.

Voters recommended in a Nov. 8 advisory vote that the council ban the discharge of recreational fireworks within the city limits. If the council passes it, the ban would come into effect in 2018.

The council is also expected to approve a resolution recognizing the outgoing police chief, Bill Dickinson.

It will consider approval of water and sewer loans for West Fir Street and a lease with Clallam Coworking.

Forks council

The Forks City Council will discuss 2017 lodging tax appropriations, the city’s general fund balance and capital projects in a special budget workshop meeting Monday.

The meeting will begin at 5:30 p.m. in council chambers at 500 E. Division St.

The council will hold its 2017 budget hearing at its regular meeting at 7:30 p.m. Monday.

A preliminary budget calls for a 2017 budget of $7,169,800, including $1.8 million in current expense and $2.4 million in capital projects. A meeting is scheduled for Dec. 5, at which time the budget will be finalized.

Also on the agenda for Monday’s meeting is a correction to Ordinance 626, Regarding Water Meters.

A special council meeting is scheduled for Wednesday for discussion of the status of the Elwha River bridge on U.S. Highway 101 and to hear a presentation from state Department of Transportation personnel.

That meeting will start at 5:30 p.m. in council chambers at 500 E. Division St.

Crescent schools

The Crescent School Board will hear a presentation on its having been named a 2016 School Board of the Year when it meets Tuesday.

The board will meet at 7 p.m. at 50350 state Highway 112 in Joyce.

Cindy Kelly of the Washington State School Directors’ Association and president of the Port Angeles School Board will make the presentation.

The board also will consider approving a cooperative swimming agreement with the Port Angeles School District, consider adding office support secretary to the union pay schedule and hear reports on the budget and enrollment.
