EYE ON CLALLAM: Commissioners to eye Sequim Aquatic Recreation Center grant, Carlsborg sewer bid Tuesday

The three Clallam County commissioners will consider Tuesday a $9.03 million construction contract for the Carlsborg sewer and a $731,705 Opportunity Fund grant to pay for a new air handler to reopen the Sequim Aquatic Recreation Center.

The business meeting will begin at 10 a.m. in the commissioners’ meeting room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

A public hearing for consideration of the SARC grant will begin shortly after 10:30 a.m.

Other agenda items include:

■ A proclamation recognizing March 30 as Welcome Home Vietnam Veterans Day.

■ An agreement with K&H Printers for 2016 presidential primary election ballots.

■ Agreement with the state Military Department and U.S. Department of Homeland Security to support state and local efforts to prevent terrorism and other catastrophic events.

■ Agreements with the Salish Behavioral Health Organization to provide behavioral health services for low-income individuals not eligible for Medicaid and chemical dependency services for Medicaid recipients.

■ An agreement with the state Department of Ecology for implementation of Lower Dungeness River floodplain enhancements.

■ A request for proposals due April 19 for online live video-streaming services.

■ A public hearing for proposed amendments to the Parks and Recreation Master Plan.

Commissioners will preview items set for action in future meetings in their weekly work session at 9 a.m. Monday.

Discussion items include:

■ Charter Review Commission recommendations to the board for consideration.

■ Draft action steps and a timeline for updating countywide planning policies.

■ A proposed resolution regarding a work plan for adapting to potential impacts of climate change.

■ A questionnaire for a community-based restoration grant from the Nature Conservancy via the National Oceanic and Atmospheric Administration.

■ A proposed resolution regarding an expenditure from the Hotel/Motel Tax Fund for the Clallam Bay/Sekiu Chamber of Commerce as recommended by the Lodging Tax Advisory Committee.

Fire District No. 2

Clallam County Fire District No. 2 commissioners will hold a special meeting to discuss a real estate purchase Monday.

The meeting will begin at 10 a.m. at the Port Angeles Fire Station at 102 E. Fifth St.

Clallam PUD

Clallam County Public Utility District commissioners will hold a work session on long-term planning and associated capital project development, including system reliability, costs and benefits, on Monday.

The discussion will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

Ethics board

A city of Port Angeles ethics board will review a complaint Tuesday against Deputy Mayor Cherie Kidd.

The meeting is at 9 a.m. in council chambers at City Hall, 321 E. Fifth St.

The board, composed of Frank Prince Jr., Grant Meiner and Danetta Rutten, will review a complaint brought by resident Marolee Smith alleging Kidd was “abusive” toward citizens during a Feb. 2 City Council meeting.

Board members said last week they could take statements from Kidd and Smith on Tuesday and are willing to hear witnesses.

Kidd indicated last week that she will make a statement to the committee.

Smith indicated in an email Friday she will not testify at the meeting.

Port Angeles City Council

Port Angeles City Council members will conduct a special meeting Tuesday to review the council’s rules of procedure.

The meeting will be from 5 p.m. to 7 p.m. in council chambers at City Hall, 321 E. Fifth St.

Port of Port Angeles

Port of Port Angeles commissioners will discuss a marine trades industrial park conceptual vision when they meet Monday.

A work session at 9 a.m. will be followed by a regular business meeting at 1 p.m. at port administrative offices, 338 W. First St., Port Angeles.

At the work session, commissioners also will hear presentations on a cybersecurity risk assessment presentation, customer service policy revision proposals, the Clallam County Marine Resources Committee, Strategic Plan Goals 3 and 4 action items, and Terminal 3 head tie dolphin options.

At the 1 p.m. meeting, port commissioners will review the 2015 fourth-quarter financial report, addendum revisions to a contract with the Clallam County Economic Development Corp. and a change order for the Composite Recycling Technology Center project.

Forks City Council

The Forks City Council will consider an agreement concerning the city jail when it meets Monday.

The meeting will be at 7:30 p.m. at 500 E. Division St.

The agreement would be among the Peninsula Regional Support Network, West End Outreach Services and the city jail.

The council also will consider setting a public hearing date for a rezone request.
