EYE ON CLALLAM: Commissioners to discuss state housing bill

Clallam County commissioners will hear an overview and discuss next steps on House Bill 1406 funding to address affordable housing at a work session that will start at 9 a.m. Monday.

The meeting will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

House Bill 1406, which was co-sponsored by state Reps. Mike Chapman, D-Port Angeles, and Steve Tharinger, D-Port Townsend — both of whom represent District 24, which includes the North Olympic Peninsula — provides cities and counties that adopt a qualifying local tax a sales tax credit from the state.

The tax credit can be used for affordable housing initiatives.

The bill was signed into law in May.

Other discussion items for the work session include:

• A Washington State Association of Counties letter requesting financial support to conduct a detailed economic impact analysis related to the implementation of the long-term conservation strategy for the marbled murrelet.

• A monthly budget performance review.

• A discussion on deferred budget requests for reconsideration.

• A presentation on bond funding issues.

• An agreement with the state Military Department for the 2019 Operation Stonegarden grant.

• An agreement with Salish Behavioral Health Organization for funding outpatient services.

A “commissioner conversation meeting” will commence at 7:30 Monday for a discussion on capital planning.

At 1 p.m. Monday, commissioners will hear a quarterly income report from the state Department of Natural Resources.

The board will conduct its regular business meeting at 10 a.m. Tuesday.

Action items include:

• A contract with Tacoma Pumping & Drilling Co., Inc. for the Carlsborg deep test well project.

• An agreement with the state Administrative Office of the Courts for the Becca Program.

• A contract amendment with the state Department of Health for various health and human services programs.

• An agreement with the state Department of Ecology for a solid waste enforcement grant.

• An agreement with the Jamestown S’Klallam Tribe for services performed under the Department of Health pollution identification and corrections plan.

• Contracts with Concerned Citizens, Pierce, Jones & Associates and Morningside to provide developmental disability services.

• Resolutions adopting supplemental appropriations, a budget reduction and a budget revision.

• An agreement with Rayonier Timberlands for a section of the Olympic Discovery Trail north of Forks.

• Notice of a Sept. 17 hearing on the authorization of the sale of surplus property.

• A public hearing for the consideration of debatable budget emergencies.

• Public hearings on proposed amendments to county policies for employee benefits and creating and amending ordinances.

Port Angeles city

The Port Angeles City Council will conduct a special meeting to discuss an electric utility cost of service analysis at 5 p.m. Tuesday.

The work session will be in City Council chambers at City Hall, 321 E. Fifth St.

Port of Port Angeles

The Port of Port Angeles will consider the draft 2020 capital budget when it meets at 9 a.m. Tuesday.

The port will meet in the port administration building, 338 W. Front St., Port Angeles.

Also during the work session will be a review of the Community Partner Program, a recap of the trip to the Seward Marine Industrial Park and an introduction to the strategic plan review.

Commissioners also will consider a 2020 budget calendar.

Port Angeles schools

The Port Angeles School Board will conduct a public hearing on the proposed 2019-2020 budget, four-year budget plan and possible changes to the use of educational programs and operations levy funding at 6 p.m. Thursday.

The meeting will be at the Lincoln Center, 905 W. 9th St., Port Angeles.

The public will have an opportunity to comment on any part of the presentation.

A special board meeting will commence at 7 p.m. to adopt the 2019-2020 budget.

Crescent schools

The Crescent School Board will consider a resolution setting salaries for the 2019-20 school year when it meets at 7 p.m. Thursday.

The board will meet in the library at the school at 50350 state Highway 112 in Joyce.

The board also will consider approving a contract with Crescent Education Association.

The superintendent will present information on the strategic plan and levy planning.

Forks City Council

The Forks City Council will consider the transfer of Quillayute Airport fuel tanks to the Port of Port Townsend at 7:30 p.m. Monday.

The meeting will be at Forks City Hall, 500 E. Division St.

Clallam Transit

The Clallam Transit board will conduct a public hearing on a six-year transit development plan at 10 a.m. Wednesday.

The meeting will be at the Clallam Transit System administration building at 830 W. Lauridsen Blvd., Port Angeles.

Board action is expected after the hearing.

Other agenda items for the meeting include:

• A general manager’s performance review and merit compensation policy.

• Mission, vision and value statements.

• Sales tax equalization formula funds.

• The discontinuation of Clallam Transit advertising.

• A fare-free service day for a Clallam Transit’s anniversary.

• An improper government action policy.

• A nepotism policy.

• An outside employment and volunteerism policy,

• An information technology resources and security policy.

Quillayute Valley schools

Quillayute Valley School Board will consider its goals and those of the superintendent when it meets at 5:30 p.m. Tuesday.

The board will meet in library at Forks High School.

The board also will consider several resolutions and policies.

Public Utility District

The Clallam County Public Utility District commissioners meeting for Monday has been canceled.

The next regular meeting is scheduled for Sept. 9.

Sequim city

The Sequim City Council meeting originally scheduled for Monday has been canceled due to vacations.
