EYE ON CLALLAM: Commissioners to discuss hearing examiner selection Monday

The three Clallam County commissioners will review the hearing examiner selection process ­Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Commissioners have appointed an ad hoc committee to screen five candidates who have applied to be the primary hearing examiner.

Hearing examiners adjudicate land-use matters and render decisions on a variety of land-use permits.

At 10:30 a.m. Monday, commissioners will hear a briefing on the Composite Recycling Technology Center, which recently signed a memorandum of understanding with Toray Composites (America) Inc. to collaborate on carbon fiber recycling.

Other discussion items for the work session include:

■ Notice of a call for hearing on the proposed sale of a surplus sheriff’s office pistol.

â–  A call for bids for a Clallam County Courthouse grounding project.

â–  A state Recreation and Conservation Office grant for the Dungeness Recreation Area master plan.

â–  Update on a 10-year capital facilities plan.

â–  A proposed easement purchase for the Carlsborg sewer project.

â–  A requested expenditure from the Hotel/Motel Tax Fund to the Olympic Peninsula Visitor Bureau.

â–  A request authorizing mileage reimbursement for members of the Trust Land Advisory Committee.

Commissioners will meet at 10 a.m. Tuesday for their weekly business meeting.

Action items include:

â–  An agreement with the Sequim Aquatic Recreation Center for an Opportunity Fund grant to help finance the replacement of the natatorium air handling unit.

Commissioners unanimously approved the funding after a public hearing March 29 and directed county Administrator Jim Jones to prepare the agreement.

â–  An agreement with the state Department of Social and Health Services for a secure crisis residential center.

â–  Bid openings for crushed rock product and structural improvements for the Clallam County Fairgrounds floral barn.

â–  Letter of support for the Boys & Girls Clubs of the Olympic Peninsula for construction of a new unit in Port Angeles.

â–  A letter of support for air service in Port Angeles.

Commissioners will meet in a closed-door executive session at 9 a.m. Tuesday to discuss pending litigation.

Port Angeles city

Port Angeles City Council members will conduct a work session Tuesday to discuss the city code of ethics.

The meeting will be from 5 p.m. to 7 p.m. in council chambers at City Hall, 321 E. Fifth St.

It will cover the City Council’s rules of procedure and portions of the ethics code that may be changed at a later date by the council.

Ethical complaints that have been filed against Mayor Patrick Downie and Deputy Mayor Cherie Kidd would not be affected by changes.

No action will be taken during the work session.

Sequim City Council

The Sequim City Council will consider establishing an emergency relief program when it meets Monday.

The meeting will be at 5 p.m. at the Sequim Civic Center, 152 W. Cedar St.

Under the program, the city would coordinate services by non-governmental agencies such as churches to indigent and infirm people.

The council also will consider extending for another six months a moratorium on wireless communication support towers.

It will tour the emergency operations center at the transit center, 190 W. Cedar St.

The council will consider a letter of support for the Olympic Peninsula YMCA’s application to the YMCA of the USA to charter a new branch in Sequim, as well as a letter supporting the Port of Port Angeles application for a $200,000 Small Community Air Service Development grant.

Forks City Council

The Forks City Council will hear about a reservoir assessment when it meets Monday.

The meeting will be at 7:30 p.m. at 500 E. Division St.

The council also will hear an update on the Spartan Field project and consider a license agreement for the use of Quillayute Airport.

Clallam PUD

Clallam County Public Utility District commissioners will review the district’s cybersecurity program Monday.

The work session will begin at 1:30 p.m. in the Lake Crescent boardroom at the Carlsborg main office, located at 104 Hooker Road.

North Olympic Library System

The North Olympic Library System Board of Trustees will hear an annual presentation from the Sequim branch Thursday.

The meeting will be at 5:30 p.m. at the Sequim Library, 630 N. Sequim Ave.

Other agenda items include revisions of policy on public use of library meeting rooms and approval to close the main library for one day in June to complete the final stage of a recarpeting and reconfiguration of a public computer area.

Lead Entity for Salmon

The Lead Entity Group and Technical Review Group of the North Olympic Project Lead Entity for Salmon will hear project proposals Monday.

Sponsors seeking grant funding for salmon restoration and conservation will present their final project plans from 9 a.m. to 4 p.m. in Port Angeles City Council chambers at City Hall, 321 E. Fifth St.

Proposed projects are located in the Elwha, Dungeness, Hoko, Twin and Morse Creek watersheds.
