The three Clallam County commissioners will consider providing $150,000 to the Economic Development Council for personnel Tuesday.
A public hearing for that potential appropriation and other debatable budget emergencies will begin at 10:30 a.m. after the regular meeting starts at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
Other public hearings are planned for revisions to the six-year transportation plan and the allocation of regional surface transportation funds for projects from 2015 to 2017.
Agenda items include:
■ A proclamation recognizing March 30 as Welcome Home Vietnam Veterans Day.
■ A contract amendment with the Department of Transportation Western Federal Lands Highway Division extending a funds transfer agreement to Dec. 31.
■ An interlocal procurement agreement with city of Bothell to utilize each other’s purchasing contracts.
■ A contract amendment with city of Sequim reducing compensation for prisoner confinement services.
■ A contract amendment with the state Military Department Emergency Management Division increasing funding.
■ A bid opening for hot-mix asphalt requirements.
■ A bid award for public printing of legal publications.
■ A call for an April 14 hearing on the proposed trade-in of three long-barreled Remington 870 shotguns.
■ A resolution adopting supplemental appropriations.
■ A resolution adopting budget reductions.
Commissioners will meet at 9 a.m. Monday for their weekly work session.
Discussion items include:
■ A request from the treasurer for a cash handler/fiscal specialist employee.
■ A letter to the state Department of Ecology regarding the Dungeness water rule.
■ An update from the Sequim, Port Angeles and Forks food banks and Serenity House of Clallam County about ongoing funding.
■ A request for a 40-hour workweek for select public works employees.
County-Port
The Board of County Commissioners will hold a special meeting with the Port of Port Angeles commission Tuesday.
The joint meeting will begin at 8:30 a.m. in the port commission meeting room in the administrative office at 338 W. First St., Port Angeles.
The purpose of the meeting is to provide background on Associate Development Organizations, discuss state port district statutory authority in economic development and other Washington ports serving as ADOs, the current situation with the Clallam County Economic Development Council and interest in the port assuming ADO duties.
Clallam PUD
Clallam County Public Utility District commissioners will hear staff reports from the government relations and general managers Monday.
The meeting will begin at 1:30 p.m. and will be held in the boardroom of the Port Angeles main office, 2431 E. U.S. Highway 101.
Commissioners also will consider removing delinquent accounts from the active accounts receivable and hold an executive session to evaluate the performance of a public employee.
Sequim City Council
The Sequim City Council will consider urging the Sequim Aquatic Recreation Center to find short-term funding rather than pursue formation of a metropolitan park district this year when the council meets Monday.
The council will meet at 6 p.m. at the Sequim Transit Center, 190 W. Cedar St.
The council will consider passing a resolution calling for developing a short-term plan to prevent closure of the Sequim Aquatic Recreation Center (SARC) while developing a long-term solution with a broad-based metropolitan park district going before voters in 2016.
A citizens’ committee is now gathering signatures on a petition to place a proposed metropolitan park district on the Aug. 4 ballot.
The City Council also will consider a policy for rental of space and a recommendation for a rotating art exhibit at the new civic center.
It will hear a report about the Shipley Center.
Port of Port Angeles
Port of Port Angeles commissioners will host Clallam County commissioners for a discussion of the port’s role as economic development agency when they gather in a special meeting Tuesday.
The meeting will be at 8:30 a.m. in port headquarters, 338 W. First St.
Port commissioners also will receive a Phase I report on consultant Forecast Inc.’s Air Service Market Study.
It aims to provide potential air carriers on the demand to provide passenger service at William R. Fairchild International Airport.
The presentation by Ben Munson of Forecast Inc. will start at 10 a.m.
Commissioners also will consider attending an Olympic Peninsula Logging Conference April 29-May 1, a Washington Public Ports Association conference May 13-15, a marketing trip to China and South Korea, and progress on the Marine Drive plywood mill site cleanup.
Port Angeles city
The Port Angeles City Council will continue discussing 2016 budget priorities when council members meet for a special meeting Tuesday.
The meeting will be from 5 p.m. to 7 p.m. in council chambers at City Hall, 321 E. Fifth St.
Council members will review priorities submitted by department heads and ask questions about them.
Council members will rank their priorities on scorecards that are due March 30 and will be made public.
There will not be a public comment session during the meeting.
Forks City Council
The Forks City Council will consider a public hearing on public participation in the creation of the city’s comprehensive plan when it meets Monday.
The council will meet at 7:30 p.m. at 500 E. Division St.
It will consider an industrial park agreement with Pacific Northwest National Laboratory and the National Oceanic and Atmospheric Administration for a radar wind profiler.
It also will consider awarding a contract for developing specifications and bid documents for rehabilitation of three water storage tanks, a contract for geographic information system services with the Olympic Natural Resources Center, a contract for re-roofing the ICN Building and a hangar lease at Forks Municipal Airport.
