Clallam County commissioners will consider adopting a 2019 county budget after two public hearings Tuesday.
The first hearing will begin at 10:30 a.m. or shortly thereafter in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
The second public hearing will begin at 6 p.m. in the same room.
The after-hours entrance is off Fourth Street between the two main entrances.
The general fund budget has $41.47 million in revenue and $42.55 million in expenditures. It uses $1.08 million in reserves and leaves an ending fund balance of $11.52 million, Budget Director Debi Cook said in a memo to the board.
Meanwhile, commissioners will discuss a plan for on-boarding the new chief financial officer and re-engaging with the county administrator search in a work session Monday.
The work session will begin at 7:30 a.m. in the commissioners’ board room.
Commissioners have made a conditional offer of employment for the new chief financial officer position.
Human Resources Director Rich Sill has served as interim county administrator since former Administrator Jim Jones retired in October.
Other scheduled discussion items for the work session include:
• Authorization for the county administrator to sign an equipment custodial agreement with Olympic Medical Center for a county video conference unit.
• A proposed ordinance amending county code Chapter 5.05 “Sales and Use Tax for Chemical Dependency and Mental Health Treatment.”
• A contract with the state Health Care Authority for providing outreach and linkage activities for Medicaid eligible clients.
• An agreement with Kitsap Public Health District for funds to provide staffing to develop and implement tobacco and marijuana prevention support to youth.
• A contract amendment with the state Department of Healthy to add a statement of work for Suicide Prevention Works!
• A briefing on the county’s integrated weed management program.
• An agreement with the city of Forks to lease office space for Clallam County District Court II.
Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.
Action items include:
• A letter of support for a Dungeness River Audubon Center expansion project.
• A letter regarding a revised draft environmental impact statement on the long-term conservation strategy for the marbled murrelet.
• Authorization for the chair to sign closing documents with Clallam Title Company for a Buchanan Drive parcel.
• A resolution authorizing the chair to sign an interlocal agreement with the cities of Sequim and Port Angeles regarding criminal justice and legal services.
• A resolution authorizing the auditor to void outstanding claims and warrants dated July 1, 2015 through June 30, 2017.
• A resolution adopting supplemental appropriations.
• A resolution adopting an annual construction program for 2019.
• A public hearing for consideration of debatable budget emergencies.
Port Angeles city
The Port Angeles City Council will conduct a second public hearing on the 2019 city budget at about 6:30 p.m. Tuesday.
The hearing will be at the meeting that begins at 6 p.m. in the City Council chambers at City Hall, 321 E. Fifth St. An executive session to discuss potential litigation is set for 5 p.m.
Council action on budget is expected after the 6:30 p.m. hearing.
Other agenda items for the regular council meeting include:
• The purchase of 10 carbon fiber benches from Composite Recycling Technology Center of Port Angeles for the city’s adopt-a-bench program.
• An interlocal agreement with Clallam County and the city of Sequim regarding criminal justice services.
• A first reading of a third 2018 budget amendment.
• A complete streets ordinance.
• A 2018 county-wide planning policy.
Public Utility District
Clallam County Public Utility District commissioners will consider a general manager retention agreement and compensation for the general manager at 1:30 p.m. Monday.
The meeting will be in the Lake Crescent boardroom in the PUD’s main office, 104 Hooker Road, Carlsborg.
Other agenda items include a cost of service and rate study.
Planning commission
The Clallam County Planning Commission will conduct a work session on wireless communications facilities at 6 p.m. Wednesday.
The meeting will be in Room 160 at the Clallam County Courthouse.

Sequim schools
The Sequim School Board will consider revisions of several policies when it meets at 6 p.m. Monday.
The board will meet at the cafeteria at Sequim Middle School, 301 W. Hendrickson Road.
The board will consider revising policies about board member orientation, the oath of office, board member residency and board vacancy.
Strait ERN
The Strait Ecosystem Recovery Network will consider National Estuary Program funding allocations when members meet at 9:30 p.m. Friday.
The meeting will be at the Jamestown S’Klallam Tribe’s Red Cedar Hall in the Community Center on Old Blyn Highway in Blyn.

Fire District 3
Clallam County Fire District 3 commissioners will consider the commissioner compensation policy when they meet at 1 p.m. Tuesday.
Commissioners will meet at 323 N. Fifth Ave., Sequim.
They also will consider the justification for a market adjustment for the finance manager and chief officers.
The district covers the east side of Clallam County with a small portion in Jefferson County.
