EYE ON CLALLAM: Clallam board to vote on vacation rental ordinance

Meetings across Clallam County.

Clallam County commissioners will consider establishing regulations for vacation rentals Tuesday.

The meeting will begin at 10 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

County staff revised a proposed ordinance for vacation rentals after a public hearing last month. The simplified proposal relies extensively on existing county codes.

Other agenda items for the Tuesday meeting include:

• An agreement with ARINC Inc. for engineering and technical support to help maintain the Public Safety Radio Network.

• Notice of an Oct. 18 hearing regarding proposed amendments to the county’s veterans assistance policy.

• A request for waiver of bid, request for proposals and quote requirement for the purchase of a storage array system.

• Adoption of supplemental appropriations and a budget reduction.

• A resolution from the Treasurer’s Office to increase the base budgets of the advance travel, flexible benefits and workers’ compensation bank accounts.

• Consideration of a notice of public hearing regarding a proposed ordinance for roadside weed management along roads, highways and bridges.

• A public hearing on a proposed resolution authorizing the sale of surplus property.

• A public hearing on a resolution adopting debatable emergencies.

• A public hearing on an ordinance amending the Clallam Bay/Sekiu sewerage rate schedule.

• A public hearing on an ordinance amending comprehensive plan and zoning maps.

An executive session is scheduled for 9 a.m. Tuesday for discussion of the performance of a public employee.

Commissioners will hold a work session at 9 a.m. Monday for general discussion and to preview items set for action at future meetings.

The discussion items include:

• Notice of an Oct. 18 public hearing to amend county policy for road speed limits.

• An agreement with the state Department of Transportation for a Black Diamond Road safety project.

• Discussion of a Public Records Act request.

• A discussion on how to approach a resolution of the county treasurer’s issues.

Clallam budget/roads

Clallam County commissioners and staff will hold annual budget and Road Department presentations in each commissioner district this week.

The schedule for the 2017 budget and road show forums is as follows:

• 6 p.m. Tuesday, Clallam County Courthouse, Room 160.

• Noon Wednesday, Blakeslee’s Bar & Grill, 1222 S. Forks Ave., Forks.

• 5 p.m. Wednesday, Sekiu Community Center, 42 Rice St., Sekiu.

The Sekiu forum will include a hearing on a proposed sewer rate increase.

• 6 p.m. Thursday, Sequim Transit Center, 190 W. Cedar St., Sequim.

Port of Port Angeles

Port of Port Angeles commissioners will consider a report finding no adverse environmental impacts for a proposed $2 million washdown facility at the Marine Trades Industrial Park when they meet Monday.

The regular meeting will begin at 1 p.m. at port headquarters at 338 W. First St. It will be preceded by a 9 a.m. work session.

An audit exit conference is set for 1:05 p.m.

The 14,000-square-foot washdown facility would be in the northwest corner of the former mill site on Marine Drive.

At the morning work session, commissioners will discuss the Marina Advisory Committee, hear the introduction of the 2017 operating budget and discuss delegation of authority.

During the regular session, commissioners also will consider:

• An amendment to the lease of 1908 S. O St. to the General Services Administration for Customs and Border Protection. The tenant will reimburse the port for requested improvements, including an emergency generator and renovation of the gym area.

• A flex use agreement with Merrill & Ring Forest Products for temporary use of a 5-acre area near Fairchild International Airport for log staging in preparation for a large shipment in late September.

Sequim city

The Sequim City Council will head an overview of the 2017 budget proposed by the city manager when it meets Monday.

The council will meet at 5 p.m. at the Sequim Civic Center, 152 W. Cedar St.

The proposed budget projects expenditures of $30 million.

Dates for council review of the proposed budget are Oct. 10 and Oct. 24. A public hearing is set for Nov. 14. A final hearing and possible adoption are expected Nov. 28.

The council also will hear a preview of recommended changes in fees and charges in 2017.

The council will discuss a proposed ordinance on wireless communications facilities. A public hearing will be scheduled at a later date.

It will hear a proposal to adopt new rules for plat and binding site plan alterations and vacations.

It will consider a proposed ordinance amending rules for taxis and “for hire” vehicles.

Forks City Council

The Forks City Council will conduct a public hearing on a general sewer and wastewater facility plan when it meets Monday.

The council will meet at 7:30 p.m. at City Hall, 500 E. Division St.

It will consider adopting the plan after the hearing.

The council also will discuss draft ordinances amending the Forks criminal code regarding disorderly conduct.

Quillayute Valley schools

The Quillayute Valley School Board will discuss a maintenance and operations levy during a work session before its regular meeting Tuesday.

The board will meet at 5 p.m. in the library of Forks High School, 261 S. Spartan Ave.

During the regular meeting, it will consider action on the new Spartan stadium.

An executive session is planned for a review of a public employee’s performance.

Clallam PUD

The Clallam County Public Utility District commissioners’ meeting for Monday has been canceled.

The next meeting will be Oct. 3.
