EYE ON CLALLAM: Clallam board to discuss salaries

Clallam County commissioners will discuss a resolution establishing salaries and benefits for elected officials Monday.

The work session will begin at 9 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The proposed salaries and benefits are tied to Washington Citizens Commission on Salaries for Elected Officials recommendations and are based on salaries for Superior Court judges, according to an executive summary.

If approved in a future meeting, the new salaries would take effect in January 2019.

Other agenda items for the work session include:

• A William Shore Memorial Pool District Opportunity Fund request.

• Clallam County’s lawsuit against opioid manufacturers and distributors.

• Proposed code amendments to address the number of guest rooms allowed in bed and breakfast inns.

• A monthly budget performance review.

• A discussion on the county’s comprehensive plan and development regulations related to mining.

• An update on the county’s Integrated Weed Management Plan.

• A discussion on Criminal Justice Treatment Account funds.

• A contract amendment with Salish Behavioral Health Organization for amended rates for outpatient services.

• A renewed agreement with Olympic National Forest for reimbursement for a Chain Gang supervisor’s salary and Chain Gang van mileage.

• A renewed agreement with the state Military Department for reimbursement for a portion of one emergency management coordinator position.

• A review of materials and concepts for the selection of an executive recruiter for the county administrator position.

• An agreement with Gray & Osborne, Inc. for the Clallam Bay/Sekiu sewer system general sewer/wastewater facilities plan.

• A grant application to the state Recreation and Conservation Office for the final phase of the Spruce Railroad Trail at Lake Crescent.

A special discussion will begin at 7:30 a.m. Monday on water resources issues, including the state Department of Ecology’s response to the state Supreme Court Hirst decision.

Commissioners meetings are live streamed on the Clallam County website, www.clallam.net, on the commissioners’ home page under “Meeting Agendas and Minutes.”

The board will conduct its regular business meeting at 10 a.m. Tuesday.

Scheduled action items include:

• An agreement with U.S. Department of Transportation Federal Highway Administration for initial construction of a segment of the Spruce Railroad Trail.

• An agreement with Clallam Mosaic for a mix of classes and workshops focused on healthy relationships for individuals with developmental disabilities and their families.

• An agreement with Clallam Mosaic for workshops focused on technology and internet use and safety for individuals with developmental disabilities and their families.

• An agreement with Clallam Mosaic for classes focused on teaching soft or workforce readiness skills to youth and other job seekers with developmental disabilities.

• A resolution appointing Todd Thomas to the Carlsborg Community Advisory Council.

• Notice that supplemental appropriations will be adopted by resolution April 24.

• A call for April 24 hearing for the consideration of debatable budget emergencies.

Port of Port Angeles

Port of Port Angeles commissioners will consider advertising for bids for the estimated $2.2 million marine terminal stormwater treatment project when they meet at 9 am. Tuesday.

Commissioners will meet in the Port of Port Angeles building, 338 W. First St.

If commissioners approve advertising for bids, port staff hope to return with a recommendation on May 22.

Sequim city

The Sequim City Council plans a “celebration meeting” at 6 p.m. Monday.

The council will meet at the Sequim Civic Center, 152 W. Cedar St.

It will introduce council members and staff and go over highlights of 2017.

Forks City Council

The Forks City Council will discuss the potential for expansion of the Forks Timber Museum when it meets at 7:30 p.m. Monday.

The council will meet at City Hall, 500 E. Division St.

The council also will consider a planning commission recommendation.

Peninsula College

The Peninsula College Board of Trustees will hold its monthly meeting in Forks on Tuesday.

The meeting will begin at 2:30 p.m. in The Commons at the Forks campus, 481 S. Forks Ave. The agenda will be available 24 hours prior to the meeting at http://pencol.edu/aboutpc/board/agendas.

Port Angeles schools

The Port Angeles School Board will conduct a mid-year budget review at a special meeting at 6:30 p.m. Thursday.

The board will meet at the Central Service Building,

At 7 p.m., the board will consider approving a strategic plan and hearing reports on student transportation allocation and athletics.

Conservation District

The Clallam Conservation District board will consider an inter-local agreement with the Agnew Irrigation District for an aquifer recharge project when they gather Tuesday.

The meeting will begin at 3 p.m. in Suite H at Armory Square, 228 W. First St., Port Angeles.

Other agenda items include cooperator and cost-share agreements and a sick leave policy amendment.

Clallam PUD

The Clallam County Public Utility District commissioners’ meeting for Monday has been canceled.

The next business meeting will be on April 16.
