EYE ON CLALLAM: Commissioners to discuss RV policy

Clallam County commissioners will discuss recreational vehicle (RV) camping, living and storage on private lots Monday.

The work session will begin at 9 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

The Department of Community Development has received numerous complaints about RVs and regular inquiries about county regulations and permits for RVs on residentially-developed and vacant lots, Planning Manager Steve Gray said in an executive summary. Most of the complaints have been related to long-term or permanent RV use, especially in situations of two or more RVs, Gray said.

The purpose of the work session is to begin a discussion with commissioners. No board action is expected.

Other discussion items for the work session include:

• A modified agreement with the U.S. Forest Service for the county’s noxious weed program.

• An interlocal agreement with Jefferson and Kitsap counties to form a Washington State Homeland Security Region 2 coordinating council.

Commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

•  A proposal opening for a second round of 2018 chemical dependency and mental health services.

• A contract extension with Shannon & Wilson, Inc. for the Dungeness floodplain restoration project.

• A forest practice application with the state Department of Natural Resources for an easement to the Striped Peak area.

City of Port Angeles

The Port Angeles City Council will conduct a second reading on a proposal to ban single-use plastic bags in the city when it meets at 6 p.m. Tuesday.

The meeting will be in council chambers at City Hall, 321 E. Fifth. A public hearing on the plastic bag ordinance will begin at 6:30 p.m. or soon thereafter.

Other agenda items include a budget amendment, a resolution in support of Bike Everywhere Month and a temporary facility lease for light operations.

City of Forks

A quorum of Forks City Council members may attend a town hall forum at noon Thursday.

The forum will be at the Rainforest Arts Center, 35 N. Forks Ave. The purpose of the meeting will be to hear presentations by District 24 legislators.

A second meeting at 5 p.m. in the same venue will be to hear a presentation by Olympic National Park staff regarding the U.S. Highway construction project around Lake Crescent.

Board of Health

The Clallam County Board of Health will hear an update on opioid litigation at 1:30 p.m. Tuesday.

The meeting will be in Room 160 at the Clallam County Courthouse.

Clallam County and hundreds of other local jurisdictions have filed suit against opioid manufacturers to recover costs associated with the opioid epidemic. The lawsuits are being consolidated under U.S. Judge Dan Polster of Cleveland.

Other agenda items for the Board of Health meeting include a discussion on a community health improvement plan, a legislative update and county health rankings for 2018.

Olympic Medical Center

Olympic Medical Center commissioners will consider a radiation oncology capital purchase when they meet at 6 p.m. Wednesday.

The commissioners will meet in Linkletter Hall in the basement conference area of the hospital at 939 Caroline St., Port Angeles.

They also will hear medical staff recommendations and recognize a former commissioner.

Clallam Transit

The Clallam Transit board will hear an update on Strait Shot service when it meets in Sequim at 1 p.m. Monday.

The meeting will be at the Sequim Transit Center, 140 W. Cedar St.

Clallam Transit launched the No. 123 Strait Shot route from downtown Port Angeles to the Bainbridge Island ferry terminal last June.

Operations Manager Steve Hopkins has provided monthly updates on the service. Other agenda items for the meeting include:

• Authorization to public legal notice for a public hearing on proposed service changes.

• An amended memorandum of understanding with General Manager Kevin Gallacci.

Clallam PUD

Clallam County Public Utility District commissioners will consider approving a union agreement for negotiated positions when they meet at 1:30 p.m. Monday.

The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office at 104 Hooker Road.

Other agenda items include a bid award for utility pole inspection, treating and reporting and a call for bids for a 37-foot Serviceman truck.

Sequim schools

The Sequim School Board will conduct a public hearing on a limited general obligation bond and consider action when it meets at 6 p.m. Monday.

The board will meet in the district office at 503 N. Sequim Ave. It will met at 5 p.m. to discuss a personnel issue. No action is expected.

Marine Resources

The Clallam County Marine Resources Committee will hear project updates on oil spill preparedness, forage fish monitoring and shellfish biotoxin when it meets at 5:30 p.m. Monday.

The meeting will be in Room 160 at the Clallam County Courthouse.

Planning Commission

The Clallam County Planning Commission will hold a work session on issues and regulations related to RV camping and living on private lots at 6:30 Wednesday.

The meeting will be in Room 160 at the Clallam County Courthouse.

Library system

The North Olympic Library System Board of Trustees will hear a report on the Sequim library expansion when they meet at 5:30 p.m. Thursday.

The meeting will be in the administrative conference room at the Port Angeles Library, 2210 S. Peabody St.

Other agenda items include revisions to sick leave policy, monthly statistics and a presentation on the Listen Up! project.

Fire District 3

Clallam County Fire District 3 commissioners will consider a joint resolution with the city of Sequim when it meets at 1 p.m. Tuesday.

Commissioners will meet at 323 N. Fifth Ave., Sequim.

The commission also will consider a service delivery study.
