Clallam County commissioners will discuss a resolution establishing salaries and benefits for elected officials in a continued work session Tuesday.
The discussion will begin at 9 a.m. in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
The regular work session will be held at 9 a.m. Monday.
Scheduled discussion items include:
• A review of materials and concepts associated with the selection of an executive recruiter for the county administrator’s position.
• A contract amendment with Correctional Healthcare Companies, LLC for inmate health care services.
• An agreement with Kitsap County for joint participation in state Homeland Security program grants.
• An application for a state Department of Transportation Safe Routes to School grant.
• An easement with the state Department of Natural Resources to construct a new access road off Camp Hayden Road to the Striped Peak area to facilitate logging and public access.
• A resolution authorizing a grant application for construction of the floodplain restoration and levee realignment in the Lower Dungeness River floodplain.
• A contract amendment with the state Recreation and Conservation Office for Puget Sound acquisition and restoration funding and salmon recovery funding.
Commissioners will hold their regular business meeting at 10 a.m. Tuesday.
Action items include:
• A letter of support to pursue the designation of Clallam County as a Coast Guard community.
• A letter to the Division of Behavioral Health and Recovery regarding Criminal Justice Treatment account funds.
• A contract amendment with Washington State Health Care Authority to update contact information and administrative fee and overpayment requirements.
• A contract amendment with GreenWorks, P.C. for services to update the Dungeness Recreation Area Master Plan.
• A contract amendment with Salish Behavioral Health Organization for amended rates for outpatient services.
• An agreement with Gray & Osborne, Inc. for the Clallam Bay/Sekiu sewer system general sewer and wastewater facilities plan.
• A renewed agreement with the state Military Department for reimbursement for a portion of one emergency management coordinator position while performing preparedness activities.
• A renewed agreement with Olympic National Forest for reimbursement for a Chain Gang supervisor’s salary and Chain Gang vehicle mileage.
• An agreement with Chelan County to allow each party to use the other’s procurement agreements.
• A resolution appointing Susan Hillgren to the Homelessness Task Force.
• A resolution appointing Alice Ryan to the North Pacific Coast Marine Resources Committee.
• State Recreation and Conservation Office authorization for the final phase of the Spruce Railroad Trail.
Board of Health
The Clallam County Board of Health will discuss the housing crisis Tuesday.
The monthly meeting will begin at 1:30 p.m. in Room 160 at the Clallam County Courthouse.
Kevin Harkin, operations director of Serenity House, will discuss resources that are available to the homeless population, according to a meeting announcement.
Kay Kassinger, Peninsula Housing Authority executive director, will present a 30,000-foot view of the housing landscape in Clallam County with emphasis on workforce and low-income housing.
Other agenda items for the meeting include an opioid litigation update, a moderate risk assessment pollution identification and correction update and a 2017 environmental health workload summary.
Port Angeles City Council
The Port Angeles City Council will consider a $125,608 contract for Marine Drive sewer repairs at 6 p.m. Tuesday.
The meeting will be in the City Council chambers at City Hall, 321 E. Fifth. The regular meeting will be preceded by a closed session at 5 p.m. to discuss collective bargaining, followed by an executive session to consider the minimum price at which real estate will be offered and to discuss potential litigation.
Other agenda items include an Arbor Day proclamation, the replacement of a solid waste refuse track and a work order to an environmental services agreement for the Port Angeles Harbor cleanup process.
Clallam Transit
The Clallam Transit board will conduct a public hearing on proposed service revisions at 1 p.m. Monday.
The meeting will be at the Clallam Transit System administration building at 830 W. Lauridsen Blvd.
If approved, the service revisions would take effect in June.
The board also will consider a revised employment agreement with General Manager Kevin Gallacci.
Other agenda items include commendation of Operations and Planning Manager Steve Hopkins as the 2017 Employee of the Year and a resolution to recognize Mary Bower, retiring executive office manager and clerk to the board.
Olympic Medical Center
Olympic Medical Center commissioners will consider a physical security system purchase when they meet at 6 p.m. Wednesday.
Commissioners will meet in Linkletter Hall in the basement conference room at the hospital at 939 Caroline St.
Commissioners also will consider a tele-psych agreement, a remote information technology sign-on education, a smart pump purchase and 2018 board goals.
They will hear a report on the cancer center expansion.
Public Utility District
Clallam County Public Utility District commissioners will consider adopting a resolution establishing the current schedule of deposits and charges and electric line extension unit prices at 1:30 p.m. Monday.
The meeting will be in the Lake Crescent Boardroom at the Carlsborg main office, 104 Hooker Road. It will be preceded by a special meeting at noon in the Salt Creek conference room for an executive session to discuss litigation or potential litigation with legal counsel.
Action items include a resolution establishing a cross-connection control policy. Commissioners also will hear staff reports on a proposed 10-year budget plan and vegetation management via iPad.
Sequim School District
The Sequim School District will consider approving a $2.3 million limited general obligation bond when it meets at 6 p.m. Monday.
The board will meet at the district office, 503 N. Sequim Ave. The regular meeting will be preceded by an executive session at 5 p.m. to discuss personnel. No action is expected.
It will consider issuing a $2,295,000 bond to fund renovation of the central kitchen facility and other purposes.
It also will consider final approval of a policy prohibiting corporal punishment and of a policy on contracts. It will consider on first reading policies concerning roll call votes, special instructional programs and parent and student rights in administration of surveys.
Marine Resources Committee
The Clallam County Marine Resources Committee will hear an overview of a Jamestown S’Klallam tribe proposal to re-establish an oyster farm in Dungeness Bay at 5:30 p.m. Monday.
The meeting will be in Room 160 at the Clallam County Courthouse.
Other agenda items include a discussion on the Opportunity Fund and how it has affected the MRC’s summer internship program and project updates on oil spill preparedness, dog waste bags at west Elwha Beach and Olympia oyster restoration.
Planning Commission
The Clallam County Planning Commission will conduct a public hearing on second half current use assessment applications at 6 p.m. Wednesday.
The meeting will be in Room 160 at the Clallam County Courthouse.
Fire District 3
Clallam County Fire District 3 commissioners will discuss PenCom with Karl Hatton, regional emergency communications director, when they meet at 1 p.m. Tuesday.
Commissioners will meet at 323 N. Fifth Ave., Sequim.
They also will hear a presentation by county Assessor Pam Rushton and consider a service delivery study, wildland team call-out procedures and disposal of surplus property.
The district covers the east side of Clallam County with a small portion in Jefferson County.
