EYE ON CLALLAM: Board eyes Dungeness dike project

The three Clallam County commissioners will discuss a request for proposals and qualifications for the design and engineering of the lower Dungeness levee setback project Monday.

The work session will begin at 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Clallam County is working with state and federal agencies to move back the east dike to allow the river to meander in its natural floodplain to improve salmon habitat and reduce flood risk.

Commissioners Monday also will discuss a request from the Composite Recycling Technology Center for a county representative on its board of directors and preview items set for action at their formal meeting, which starts at 10 a.m. Tuesday.

Agenda items for the formal meeting include:

■   An agreement with Iron Mountain Properties LLC for the purchase of an easement for the Carlsborg sewer project.

■   A request for proposals and qualifications for chemical dependency, mental health and co-occurring services.

■   A resolution adopting supplemental appropriations.

■   A 10:30 a.m. hearing on the authorization of the sale of county tax title property.

Commissioners will meet with elected officials and department heads to discuss their budget requests Monday, Tuesday and Thursday.

Port of Port Angeles

Port of Port Angeles commissioners will consider rates for the Port Angeles Boat Haven and John Wayne marinas when they meet Tuesday.

Commissioners will meet at 9 a.m. in port headquarters, 338 W. First St.

At 9:30 a.m., they will receive an exit report on an accountability audit.

At 10 a.m., they will receive an update on Island Adventures whale-watching tours.

Other agenda items include:

■   A lease for the Composite Recycling Technology Center.

■   Advertising for bids on a boat launch rehabilitation project.

■   A preliminary draft budget review.

■   A State Environmental Policy Act review of stormwater improvements at the marine terminals.

At 1 p.m., commissioners will reconvene for a workshop on the Marine Trades Industrial Park, led by consultant Bst Associates of Bothell. The area formerly was the KPly mill site on Marine Drive, which is being cleaned of polluted soils.

Port Angeles lodging tax committee

The Port Angeles Lodging Tax Advisory Committee will conduct public interviews with finalists for the city’s marketing contract when committee members meet Tuesday.

The meeting will be at 3 p.m. at City Hall, 321 E. Fifth St., Port Angeles.

Finalists were chosen through a request-for-proposal process.

The committee also will consider reviewing interview scoring to select a proposal to recommend to the City Council.

Clallam PUD

Clallam County Public Utility District commissioners will review the district’s 2016 strategic plan Monday.

The work session will begin at 1:30 p.m. at the PUD main office, located at 2431 E. U.S. Highway 101, Port Angeles.

Sequim City Council

The Sequim City Council will consider an ordinance imposing a moratorium on the construction of Wi-Fi and cellphone towers within city limits when it meets Monday.

The regular meeting will begin after a 5 p.m. study session at the Sequim Civic Center, 152 W. Cedar St.

City staff members say in an agenda memo that the city does not have sufficient control over the potential use of city rights of way by cellphone and wireless companies for mini tower structures.

A moratorium would give the city time to develop regulations, the memo says.

The council also will conduct a public hearing, continued from Oct. 12, before considering approval of the city’s comprehensive plan.

During the study session, the council will consider an all-in-one contract with Clallam County to provide court and jail services.

Other agenda items include a review of the proposed 2016 budget and an update on parking at Carrie Blake Park.

Forks City Council

The Forks City Council will consider a letter on North Coastal Steelhead Alliance recommendations when it meets Monday.

The council will meet at 7:30 p.m. at City Hall, 500 E. Division St.

The council also will consider an appointment to the Clallam County homelessness task force and review of a chapter in the city code.
