Ecology seeks comment on Port of Port Angeles area cleanup

PORT ANGELES — The state Department of Ecology is seeking public comment by Jan. 20 on a proposed study and cleanup of petroleum-contaminated soil and groundwater at the Port of Port Angeles’ waterfront Marine Trades area west of downtown.

The work for the “remedial investigation and feasibility study” should be completed by the summer of 2007, according to an announcement from the state Department of Ecology.

The remedial investigation will determine the nature, extent and magnitude of site contamination.

The feasibility study will evaluate site cleanup alternatives.

Ecology will oversee the agreed order under the state’s Model Toxics Control Act.

The property consists of several parcels owned or formerly owned by the Port of Port Angeles and ChevronTexaco Products Co., which have negotiated an agreed order with Ecology to conduct the remedial investigation and feasibility study for the site.

The site is bordered by Tumwater Creek on the west, the shoreline on the north, the K-Ply plant to the east and Marine Drive to the south, including one parcel across the street at 638 Marine Drive.

The site includes the Port’s Marine Terminals 1 and 2 in the site’s northwest portion, the log sorting yard in the west-central portion and the K-Ply plywood plant in the central-eastern portion.

The log yard was the site of three former bulk fuel facilities operated by Standard Oil, Arco and D&D Distributors/Phillips 66.

The site also includes another parcel south of the log yard and Marine Drive, which was the location of a Chevron bulk fuel plant until Pettit Oil Co. purchased the parcel in 1988.

Public comment is due by Jan. 20 to Lisa Pearson, site manager, Ecology Southwest Regional Office, Toxics Cleanup Program, 300 Desmond Drive S.E., P.O. Box 47775 Olympia, WA 98504-7775.

Pearson also can be reached at Lpea461@ecy.wa.gov or 360-407-6261.

Information repositories are set up at the Port Angeles Library reference desk, 2210 S. Peabody St.; Peninsula College Library reference desk, 1502 E. Lauridsen Blvd.; and Ecology Southwest Regional Office, 300 Desmond Drive S.E., Olympia, WA 98504-7775.

The information also is available online at www.ecy.wa.gov and then click on “public involvement calendar.”

To review more detailed site documentation, call Ecology’s Southwest Regional Office records center at 360-407-6365 to schedule an appointment.

Updates of site activities will be provided to those who submit comments or request to be placed on the site mailing list.
