Clallam County commissioners will discuss Monday — and consider Tuesday — a settlement agreement with the state Department of Ecology over stormwater permit coverage for the unincorporated Port Angeles Urban Growth Area.
Commissioners will conduct their work session at 9 a.m. Monday and a business meeting at 11:30 a.m. Tuesday in Room (160) at the Clallam County Courthouse.
No in-person attendance will be allowed until Gov. Jay Inslee’s “stay home, stay safe” proclamation is lifted, according to the agenda.

“Clallam County has filed with the Pollution Control Hearings Board an appeal of Ecology’s decision that the unincorporated (Port Angeles) UGA must have permittee status under the Western Washington Municipal Stormwater Phase II General Permit,” according to an executive summary to the settlement agreement.
“At the direction of the (board) settlement talks have occurred and have resulted in the complete resolution of this litigation.”
Other agenda items for the Tuesday business meeting include:
• An agreement with AHBL, Inc. for stormwater management activities.
• A contract amendment Kitsap Public Health District for Tobacco and vapor product outreach and education.
• An agreement with Peninsula Daily News for legal advertising.
• An agreement with the state Department of Transportation to construct a roundabout at the Sequim-Dungeness Way and Woodcock Road intersection north of Sequim.
• A bid award to Lakeside Industries, Inc. of Port Angeles for an annual hot mix asphalt supply.
• A bid opening for a countywide rock crushing contract.
Port Angeles city
The Port Angeles City Council at 6 p.m. Tuesday will consider authorizing ratepayer utility relief and a moratorium on residential evictions during the coronavirus crisis.
Each City Council member, staff members and members of the public may participate in the meeting from separate locations via conference call or by webcast.

Written public comment can be submitted to city clerk@cityofpa.us by 2 p.m. Tuesday.
Other agenda items for the meeting include changes to a housing rehabilitation fund and COVID-19 legislative priorities.
Sequim schools
The Sequim School Board plans a virtual meeting at 6 p.m. Monday. No agenda was available as of Saturday.
Fire District 3
Clallam County Fire District 3, which also covers the western edge of Jefferson County, had scheduled a meeting for Monday. No agenda was available as of Saturday.
Jefferson County
County commission
The three Jefferson County commissioners will hear an update on COVID-19 in the county form Dr. Tom Locke, public health officer, when they meet in a virtual session at 9 a.m. Monday.

Commissioners also will be briefed on measures for businesses and consider action on an affordable housing award.
On the consent agenda are a temporary county policy for remote access to open meetings and public records, an amendment regarding the Phase 1 Environmental Site Assessment and Cultural Resources Survey and a lodging tax grant to Jefferson County Historical Society.
Port Townsend city
The Port Townsend City Council will discuss changes made in light of the COVID-19 pandemic, including suspending late fees and penalties until June 20, when it meets in a virtual session at 6:30 p.m. MOndayh.

The council will consider waiving late fees and penalties for utilities, and will not shut off water nor require full payment of unpaid utility accounts prior to restoring service through June 30.
It also will not impose penalties or interest for late or underpaid business and occupational taxes through June 20.
The council also will consider other measures in response to the coronavirus outbreak. In addition, it will consider housing code amendments.
Public Utility District
Public Utility District commissioners will hear an update on COVID-19 when they meet via WebEx at 5 p.m. Tuesday.
