Joint special meeting
Officials with several local governmental entities will discuss the possibility of the county filing for early Phase 2 reopening of 12 sectors of the county when they gather at 5 p.m. Tuesday.
The Jefferson Board of Health, the County Commission, Port Townsend City Council, Port of Port Townsend Commission, and Jefferson County Public Utility District Commission representatives will review public comments and hear from representatives of some of the different sectors.

Individuals, businesses and organizations are invited to email comments for or against filing a Phase 2 Variance to the Jefferson County Board of Health at boh@co.jefferson.wa.us. To allow time to be considered, comments should be submitted by 4:30 p.m. Tuesday.
Some or all of these sectors can be included in a Phase 2 variance application: Recreation, gatherings, travel, manufacturing, new construction, in-home/domestic services, in-store retail, real estate, professional services/office-based businesses, hair/nail salons and barbers, housecleaning and restaurants.
Public Health Officer Dr. Tom Locke has made recommendations to county officials.
County commission
The three Jefferson County commissioners will hear an update on COVID-19 from the public health officer when they meet at 9 a.m. Monday.

The county Lodging Tax Advisory Committee will consider reduction of awards and specific earmarking of funds in the next funding cycle when it meets at 10 a.m. Tuesday.

Port Townsend city
The Port Townsend City Council will consider finalizing a utility bill relief program when it meets at 6:30 p.m. Monday.

The COVID-19 Financial Assistance Utility Bill Relief Program would be based upon donations as well as a one-time $25,000 contribution form the utility fund. Applications would be available by June 30.
The council also will consider closing Adams Street between Jefferson and Franklin streets to vehicles, and authorize a grant application for the Shoreline Master Program Periodic Review.
Jefferson Transit
Jefferson Transit board members will take care of essential business when they meet at 1:30 p.m. Tuesday.

Public Utility District
Jefferson County Public Utility District commissioners will hear a report on the release of customer deposits when they meet at 10 a.m. Tuesday.

East Jefferson Fire-Rescue
East Jefferson Fire-Rescue commissioners will discuss matters relating to the chief search when they meet at 7 p.m. Wednesday.

Commissioners will discuss the composition of the chief search committee, the interim chief and the fire chief description. Fire Chief Jim Walkowski has given notice of his resignation.

Clallam County
County commission
Clallam County commissioners will discuss public health COVID-19 response and proposed “Clallam CARES” coronavirus funding at 9 a.m. Monday.

County Health Officer Dr. Allison Unthank requested Thursday three staff positions in the Health and Human Services Department for COVID-19 response.
The county Board of Health unanimously recommended the hires.
Other agenda items for the Monday work session include:
• An agreement with K&H Printers for printing and mailing of the 2020 primary election ballots.
• An amended agreement with the state Military Department and U.S. Department of Homeland Security for the Operation Stonegarden grant.
• An agreement with the Washington Secretary of State for funding authorized under Help America Vote Act and CARES Act for the 2020 federal elections cycle.
• An agreement with the Washington Secretary of State for funding authorized under Help America Vote Act and Consolidated Appropriations Act to improve the administration of elections.
• A grant application and resolution with the state Recreation and Conservation Office to support land acquisition efforts to complete the Olympic Discovery Trail.
• An amended agreement with the state County Road Administration Board for the Laird Road reconstruction project.
• An agreement with Clallam Conservation District to provide conservation planning and implementation.
Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.
Action items include:
• An agreement with Craft3 for a small business loan program for COVID-19.
• An agreement with the Jamestown S’Klallam Tribe for a pollution identification and correction grant.
• An amended agreement with the Jamestown S’Klallam Tribe for vegetation management within the lower Dungeness River floodplain restoration project area.
• A right-of-way purchase near the Towne Road dike relocation project.
• A request for proposals and qualifications for a cultural resources project related to the planned Dungeness River off-channel reservoir.
• A public hearing on a proposed ordinance regulating county rest areas.
Port Angeles city
The Port Angeles City Council will consider ratifying a COVID-19 health emergency rental assistance funding and interest waiver at 6 p.m. Tuesday.
The council also will consider the use of federal CARES Act funding and a resolution for an Ennis Creek fish passage grant application.
