PORT ANGELES — Law enforcement authorities are urging the public to be on the lookout for a transient, high-risk sex offender who has failed to register his whereabouts after last being seen in Port Angeles.
A felony warrant was issued March 10 for the arrest of Dylan Scott Valin, 25, said Brian King, Clallam County Sheriff’s Office chief criminal deputy, in a prepared statement issued Friday.
Valin was convicted of third-degree child molestation and third-degree rape of a child Oct. 6, 2011, according to court records.
As a Level 3 sex offender, Valin poses the highest risk to re-offend among Level 1, 2 and 3 offenders, according to the rating system.
According to the King County Sexual Assault and Resource Center, most Level 3 sex offenders have prior sex-crime convictions and some have predatory characteristics.
A jury in August 2013 convicted Valin, then 19, of three counts of third-degree child rape and two counts of third-degree child molestation in an August 2013 trial, according to the Sequim Gazette.
The jury concluded he had committed sexual acts with a 13-year-old girl between December 2010 and February 2011 while living in her Sequim home.
Valin also is wanted for possession of controlled substances, and he has an outstanding District Court warrant for fourth-degree domestic-violence assault.
As a homeless person, Valin was required to report, in person, to the Clallam County Sheriff’s Office after having registered without a fixed residence.
He had been released March 2 from the Clallam County jail after failing to register and said he would register March 7, according to an investigative report.
He called the sheriff’s office on March 7 to say he could not register because he was being detained at his brother’s house in Port Orchard by Kitsap County Sheriff’s Office deputies.
The Kitsap County Sheriff’s Office said no deputies had had contact with Valin.
