Deadline extended for bids on safety facility

Commissioners now set to open project information Nov. 10

PORT ANGELES — The deadline to submit bids or qualifications for the Joint Public Safety Facility has been extended.

The Clallam County commissioners on Tuesday approved extending the deadline to submit bids for the construction of the facility from 2 p.m. Oct. 29 to 10 a.m. Nov. 10. They also extended the deadline to submit qualifications for construction administration services.

County Administrator Todd Mielke told commissioners the reason for the deadline extension is the volume of questions the county has received from potential contractors.

Commissioners now plan to open the bids during their regular meeting Nov. 10.

Also Tuesday, commissioners opened 14 proposals requesting funds from the Clallam County Health & Human Services department. The department has $1.8 million available to allocate to proposals, but the total requested amount is more than $3 million.

Those proposals will be sent to the Behavioral Health Advisory Committee for evaluation and then recommendations will be sent back to the county commissioners.

Commissioners also approved the renewal of a grant with the state Department of Ecology for the Clallam County Marine Resource Committee in the amount of $252,000.

The committee will use the grant for operations and projects from Oct. 1, 2025, through Sept. 30, 2027. Projects will be to protect and restore local marine resources in the county.

The committee’s projects over the next two years include monitoring forage fish spawning on a monthly basis at four different locations, monitoring floating kelp beds and monitoring pigeon guillemots nesting and foraging in the county during the summer; outreach and education of county residents on issues of importance in the Elwha Estuary area to maintain the achieved reduction of dog and human waste; and continuing Olympia oyster restoration efforts at sites in Sequim Bay, according to the agenda packet.

In approving the consent agenda, commissioners called for two hearings.

The first is a public hearing to discuss a request from the city of Forks for an Opportunity Fund grant for the Forks Industrial Park in the amount of $675,000 and a loan of $260,000 over a 20-year period. That hearing will be at 10:30 a.m. Nov. 4.

The second public hearing is to discuss the use of recreational vehicles as alternative means of housing throughout the county. The Planning Commission has drafted an ordinance that includes changes to definitions, changes to allow park models for short-term rental units, implementing state laws concerning accessory dwelling units in Urban Growth Areas, establishing prohibitions on the rental of unpermitted structures and standards for the placement of RVs that will be occupied for a period beyond 30 days. That hearing will be at 11:30 a.m. Nov. 10.
