County, Port of Port Angeles commissioners to talk timber Monday

Clallam County and Port of Port Angeles commissioners will discuss timber advocacy, arrearage and timber sales payments in a joint work session Monday.

The meeting will begin at 10:30 a.m. in the port commission meeting room at the port headquarters, 338 W. First St., Port Angeles.

Other agenda items include quarterly reports from the Clallam County Economic Development Corp. and the Composite Recycling Technology Center.

Clallam County

Prior to the joint meeting, Clallam County commissioners will discuss a continuation of interim zoning to limit structure sizes in rural residential areas to 10,000 square feet.

The county work session will begin 9 a.m. in the commissioners’ boardroom (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.

Other discussion items for the work session include:

• An update on processing public records and proposed fee schedule amendments.

• An agreement with the state Administrative Office of the Courts for support of a family and juvenile court improvement plan.

• An agreement with Clallam Conservation District for services to be performed under the state Department of Health for pollution identification and correction.

• An agreement with the Department of Social and Health Services for services to individuals with developmental disabilities.

• A supplemental agreement with the state Department of Transportation to add $500,000 of federal Surface Transportation Program Regional funding to the McDonald Creek Bridge replacement project.

• Notice for bids for the purchase of a bituminous asphalt pressure distributor.

• A chemical dependency and mental health retreat.

Clallam County commissioners will hold their regular business meeting at 10 a.m. Tuesday.

Action items include:

• An easement for the Olympic Discovery Trail between Freshwater Bay Road and Camp Hayden Road.

• An agreement with Washington State University to provide educational programs.

• An agreement with Peninsula Dispute Resolution Center to facilitate the coordination of a services program as a subcontractor.

• A contract with Northwest Straits Marine Conservation Foundation for the Marine Resources Committee to work on outreach to recreational crabbers and shoreline landowners.

• A contract amendment with the state Department of Health.

• A call for Aug. 1 hearing on the sale of a Glock pistol.

• A resolution authorizing a $39,960 grant to study design options for an expansion of the William Shore Memorial Pool.

• A letter to the Department of Natural Resources.

• A resolution authorizing action on current use assessment applications pursuant to open space code.

• Notice of an Aug. 8 hearing amending county policy for property control.

A scheduled mid-year budget review will be continued to next week, according to the meeting packet.

Port of Port Angeles

Port of Port Angeles commissioners will consider two agreements with the Western Port Angeles Harbor Group Professional Services when they meet at 1 p.m. Monday.

The meeting will be at port headquarters, 338 W. First St.

Commissioners also will discuss a grant application for an advanced wood products manufacturing economic feasibility study.

Port Angeles city

The Port Angeles City Council will consider a construction contract for the $1.2 million wastewater treatment plant biosolids dewatering project when it meets Tuesday.

The council will meet in regular session at 6 p.m. in council chambers at City Hall, 321 E. Fifth St.

The meeting will be preceded by a meeting of the council as the Transportation Benefit District Board at 4:30 p.m., followed by an executive session at 5 p.m. to discuss potential litigation with legal counsel.

The wastewater treatment plant project will replace the belt press with a screw press. Staff has recommended awarding the contract to Rognlin, Inc. of Aberdeen.

The council also will hear a Port Angeles Police Department wrap up of 2106 and an accountability audit report.

It will consider allowing payment plans and voluntary lien agreements with property owners participating in voluntary nuisance abatement or cleanup.

The Transportation Benefit District board will hear an update on a 2017 ballot measure and consider an interlocal agreement between the city and the TBD.

On the consent agenda are acceptance of completion of Phase 2 of the combined sewer overflow project; contract for landfill beach nourishment, with staff recommending award to C+J Excavating Inc., of Carlsborg for $53,758; acceptance of emergency repair on Race Street water main costing $80,000; interlocal agreement with Clallam County Fire District 3 for vehicle maintenance; and declaration of emergency for collapse of sewer pipe on Marine Drive.

Clallam Transit

Clallam Transit board members will hear a status update on the Strait Shot bus service Monday.

The meeting will begin at 1 p.m. at the Sequim Transit Center, 190 W. Cedar St.

Clallam Transit is providing daily fixed route service between downtown Port Angeles and the Bainbridge Island ferry terminal on the No. 123 Strait Shot bus.

The Strait Shot became Clallam Transit’s first out-of-boundary service when it began operating June 17.

Other agenda items for the meeting include an update on a general manager recruitment plan, booth representation at the Clallam County Fair and a call for public hearing on a six-year transit development plan and annual report.

Planning commission

The Clallam County Planning Commission will discuss a proposal to restrict retail marijuana sales in the Joyce Urban Growth Area on Wednesday.

The work session will begin at 6:30 p.m. in Room 160 at the Clallam County Courthouse.

Other agenda items include a discussion on a revised draft Shoreline Master Program.

Sequim schools

The Sequim School Board will conduct public hearings on a capital projects budget extension and non-voted debt when it meets at 6 p.m. Monday.

The board will meet at 503 N. Sequim Ave.

It also will approve a contract with the superintendent and consider several policies.

Olympic Medical Center

Olympic Medical Center commissioners will hear a strategic plan update and advocacy update when they meet at 6 p.m. Wednesday.

The meeting will be in Linkletter Hall in the basement of the hospital at 939 E. Caroline St., Port Angeles.

They will consider contracts for several pieces of equipment.

Public Utility District

The Clallam County Public Utility District commission meeting originally set for Monday has been cancelled.

The next regular meeting is scheduled for July 24.
