PORT ANGELES — A phasing-in plan for Port Angeles’ annexation of the urban growth area west of the city — including a sewer line from the eastern city limit to Morse Creek — is expected to be approved by Clallam County commissioners this morning.
The agreement of the five-stage plan between the city and county will be in effect for 25 years and outline successive annexation of commercial and residential land along U.S. Highway 101.
The City Council approved the agreement last week.
The land stretches from east of Ennis Creek Road to just west of the Morse Creek canyon, and includes several car dealerships, current and future Wal-Mart stores, Les Schwab Tire Center, a Safeway supermarket and two other markets.
The residential neighborhoods of Gales Addition, Bay Loop and Mount Pleasant also are included.
“It gives the people a blueprint of what the community will look like 10 (to) 15 years down the road,” said Commissioners Chairman Mike Chapman during a work session Monday.
“Property owners know they’ve got some time” to plan for the annexation, he said.
The agreement states that the city cannot begin the annexation process for 10 years.
Chapman referred to the waiting time as a “10-year cooling off period” for everyone affected by the change.
Part of the agreement states that the city and county will work together to extend a sewer line and other public works into the area.
The eastern urban growth area agreement is expected to be approved by the commissioners at their 10 a.m. meeting today in the Clallam County Courthouse, 223 Fourth St., Port Angeles.
