Acting Clallam Public Utility District treasurer named at meeting

PORT ANGELES — Clallam County Public Utility District commissioners voted 2-0 on Monday to appoint David Papandrew, the district’s auditor, as acting treasurer-controller.

Papandrew will for the time being take over the duties of Josh Bunch, who was placed on paid administrative leave as the district’s treasurer-controller starting today “until further notice,” PUD General Manager Doug Nass said in an email to employees obtained by the Peninsula Daily News.

Commissioners Hugh Haffner and Ted Simpson voted to appoint Papandrew, with Commissioner Will Purser absent from the meeting.

PUD spokesman Michael Howe said Monday that the district has no comment on why Bunch was placed on administrative leave.

“[It’s] due to a personnel matter,” Howe said. “We have no further comment.”

Howe said he himself will take over temporarily the district’s auditor duties as deputy district auditor. The additional responsibilities will not increase his salary, he said.

Reason for leave

Simpson said last week it was his understanding that Bunch being put on leave was not related to Bunch’s handling of PUD finances.

The PUD has a 2014 budget of $72 million.

Bunch makes $136,000 annually and received a 4.5 percent raise Jan. 1, according to the PUD.

The treasurer-controller is in charge of the district’s day-to-day accounting functions and supervises the customer service representatives at the PUD’s main office at 2431 E. U.S. Highway 101 in Port Angeles.
