Accused child rapist back in Clallam County jail

PORT ANGELES — A disabled Army veteran who was released on his own recognizance after being arrested for investigation of raping two girls was re-arrested after violating a sexual assault protection order related to the case.

Walter Floyd Mozingo, 52, of Port Angeles pleaded not guilty Wednesday in Clallam County Superior Court to two counts of first-degree child rape before Judge Christopher Melly set bond at $50,000.

Mozingo remained in the county jail Saturday.

The protection order was signed to prevent Mozingo from having contact with the alleged victims or their mother, county Deputy Prosecuting Attorney Michele Devlin said Friday.

He was re-arrested Dec. 23 for violating the protection order by having third-party communication with the woman, Devlin said.

Mozingo was arrested Dec. 15 at his Eckard Avenue residence after the girls told police he had repeatedly raped them over a number of years.

The rapes allegedly took place when the children were younger than 12.

‘Multiple occasions’

Mozingo said the rapes occurred “on multiple occasions,” according to a probable-cause statement signed by Port Angeles Detective David Arand.

Judge Erik Rohrer had set bail at $150,000 bail in Mozingo’s first court appearance.

Melly subsequently granted defense attorney Harry Gasnick’s request to release Mozingo without bail.

Melly had determined that Mozingo was not a flight risk and that the alleged crimes were opportunistic and not predatory.

Devlin had sought bond of $150,000 Wednesday before Melly set it at $50,000.
