Two arrested for investigation of Kai Tah assault

PORT TOWNSEND — Two men have been arrested for investigation of an assault on a 60-year-old man in Kah Tai Lagoon Nature Park.

The unidentified man was flown to Harborview Medical Center in Seattle after the Wednesday assault after he was treated by East Jefferson Fire-Rescue medics, said Keppie Keplinger, public information officer.

William A. Ingalsbe, 30, and John R. Fleming, 33, are being held in the Jefferson County Jail on $10,000 bail each. The first court appearance for both will be Friday. Both are known transients in the Port Townsend area, according to authorities.

A witness had called Port Townsend police mid-afternoon Wednesday to say that two men were assaulting a third man. An open line phone call received by 9-1-1 dispatchers minutes later revealed a man screaming for help in the same location, according to authorities.

Police officers said they found two men punching and kicking another man, who was on the ground.

Ingalsbe was booked for investigation of second-degree assault, intimidating a public servant and first-degree robbery. Ingalsbe had active arrest warrants for charges of two counts of first-degree criminal trespass and interference with a health care facility.

Fleming was booked for investigation of second-degree assault, obstructing a law enforcement officer, intimidating a public servant and first-degree robbery.

Both men were taken to Jefferson Healthcare hospital in Port Townsend for evaluation before being transported to jail.
