PORT ANGELES — Michael Douglas Millsap has been charged with two counts of third-degree child molestation and two counts of communicating with a minor for immoral purposes, court papers show.
The 52-year-old Sequim man allegedly molested a 14-year-old girl after he provided her with alcohol and thumbed sexually explicit text messages to the teen, the Clallam County Sheriff’s Office said. He was charged Wednesday.
Millsap, who was released from custody Monday, will be arraigned in Clallam County Superior Court on Oct. 6.
Deputies received a report of the alleged crimes from the girl’s mother Aug. 8.
The girl told Deputy Ralph Edgington that Millsap provided her with cigarettes, alcoholic cider and a bottle of vodka before he drove her to a Joyce residence July 8, Deputy Amy Bundy wrote in the affidavit for probable cause.
The girl said she fell asleep on a couch after drinking alcohol with Millsap. She told investigators she woke to Millsap molesting her on two occasions and that she pushed him away and struck him with her knee.
Before she went back to sleep, the girl said she found several text messages from Millsap indicating that he “wanted her,” Bundy said.
Later that morning, the owners of the residence confronted Millsap about bringing a 14-year-old girl to their home, Bundy wrote in her report.
One told Millsap to leave and that he was not welcome back, Bundy said.
The girl allowed Edgington to photograph text messages that she and Millsap had exchanged between May 21 and July 12, Bundy said.
Millsap was arrested Friday after a Sheriff’s Office investigation. He was released from the Clallam County jail on his personal recognizance Monday.
Clallam County Deputy Prosecuting Attorney Sarah Woolman requested a $5,000 bail for Millsap.
Superior Court Judge Brian Coughenour released Millsap without bail after a counter-argument from defense attorney Loren Oakley of Clallam Public Defender.
Coughenour signed a sexual assault protection order prohibiting Millsap from having any contact with the alleged victim.
