A Port Angeles man wanted on a charge of failing to register as a sex offender was traced from Puerto Rico to the Virgin Islands, where $125,000 bail was set Thursday in St. Thomas pending his extradition, according to the Clallam County Sheriff’s Office.
Dylan Caily, 45, a repeat sex offender, was apprehended by the U.S. Marshals Service.
He has a 1998 conviction in Kentucky for third-degree rape and a 2006 conviction in Kentucky for first-degree sex abuse, according to the sheriff’s office.
When arrested, Caily had outstanding Kentucky arrest warrants for first-degree sex abuse and living within 1,000 yards of a publicly owned playground.
The sheriff’s office had supplied the Marshals Service with Port Angeles Police Department case-arrest reports on Caily’s previous and current failures to register cases, the sheriff’s office said.
The federal agency found Caily in Puerto Rico when his roommate was apprehended on child pornography charges, but he fled the U.S. territory before the Marshals Service could execute an arrest warrant, the sheriff’s office said.
In May, the Virgin Islands Fusion Center, part of a network of agencies that respond to criminal and terrorist activity, according to the U.S. Department of Homeland Security, contacted the sheriff’s office after locating Caily in the Virgin Islands with help from an informant.
On Thursday, the Fusion Center contacted the sheriff’s office, saying Caily faced failure-to-register charges in St. Thomas and possible extradition to face charges in Kentucky and Clallam County.
The St. Thomas judge, declaring Caily a flight risk, set his bail at $25,000 more than was requested by the U.S. Department of Justice attorney, the sheriff’s office said.
Caily first registered with the sheriff’s office as a sex offender in September 2020.
