PARKER — A 32-year-old Port Angeles man has been arrested for investigation of allegedly choking a 4-year-old girl and assaulting her pregnant mother, the Clallam County Prosecuting Attorney’s Office said.
Paul Ramon Parker Jr. was arrested Tuesday for investigation of third-degree assault with domestic violence and interfering with a report of domestic violence for an alleged incident at his west-side home.
Port Angeles police said the assault occurred Tuesday morning near the corner of 14th and K streets.
The woman told police that the child was crying and holding her throat and claimed to have been choked by Parker, according to the affidavit for probable cause.
After securing the child in her car, the woman told Parker that she was going to phone police, Officer Whitney Fairbanks said in the probable-cause statement.
“Parker then grabbed [the woman], who is visibly pregnant, by the front of her sweatshirt and threw her on the ground,” Fairbanks wrote in the arrest narrative.
“Parker started hitting [the woman] in the face with [the girl’s] shoes.”
The woman told police that Parker tried to take her cellphone, pushed her head onto the ground and kicked her in the right side of her stomach.
“[The woman] said that she was screaming at Parker to stop and that she was 33 weeks pregnant,” Fairbanks wrote.
The child had a red and swollen thumb but no marks on her neck, Fairbanks said.
The woman, who was taken to Olympic Medical Center after the incident, had a swollen face, swollen ankle, bruised arms and a scrape on her elbow, court papers said.
“[The woman] stated that so far her fetus did not appear to have suffered any injuries,” Fairbanks wrote.
Parker was arrested on a Clallam Transit bus later Tuesday.
Clallam County Chief Criminal Deputy Prosecuting Attorney Michele Devlin requested a $25,000 bail for Parker at his first court appearance Wednesday.
Superior Court Judge Brian Coughenour set bail at $15,000 and signed a domestic violence no-contact order preventing Parker from having any contact with the woman or the child.
Prosecutors will consider filing formal charges at Parker’s next court appearance Friday.
