PORT ANGELES — A Clallam Bay man will be arraigned at 1 p.m. Thursday on four child-pornography charges, two of which were added following his arrest last week.
Colby Carl Underwood-Moore, 30, was arrested Aug. 11 after an undercover State Patrol investigation.
He was charged Friday with two counts of first-degree dealing in depictions of minors engaged in sexually explicit conduct and two counts of possessing depictions of minors engaged in sexually explicit conduct.
Underwood-Moore allegedly dealt in or possessed video files and printed or virtual images of child pornography between Jan. 8, 2018, and Feb. 1, 2020.
He is out of jail on $2,500 bail.
According to the State Patrol report contained in the Aug. 12 probable cause statement, the Seattle Police Department began investigating Underwood-Moore on March 11 based on a CyberTip, which are filed with the National Center for Missing and Exploited Children.
The investigation was turned over to the State Patrol after it was determined Underwood-Moore lives in Clallam Bay.
Google search warrants showed emails, photos and videos on his Gmail account including attachments he allegedly transmitted depicting child pornography involving children as young as 2-3, according to the State Patrol Report.
A State Patrol detective went undercover to communicate with Underwood-Moore on a social media platform, giving her information she used for an Aug. 11 search warrant to be served on his Clallam Bay residence by the State Patrol, FBI and Homeland Security Investigations.
Two detectives interviewed Underwood-Moore at his apartment.
“He stated he uses his PS4 to [locate] child pornography then he screen-captures it, then later deletes it,” according to the State Patrol report.
“He admitted to sending and receiving images of child pornography using various apps.
“He admitted that he’s been ‘flagged’ multiple times for child pornography, that he’s addicted to it and that he needs help.”
Each of the four charges is punishable by up to 10 years in prison and a fine of up to $20,000.
